Thank you for transferring my request, though I do note it as odd that you do not hold information regards the seismic performance of your ECC. Could I ask that you address the full extent of my enquiry which includes the rating of group memeber EOCs (perhaps by partially transferring the request to the relevant territorial authorities as other regional councils have).

We have one building identified as an EOC situated at 137 Havelock Street
Ashburton
The EOC was issued a Code Compliance certificate on 31/05/2019.
The building was consented in 2018 at 100%NBS at Importance Level 4.
It is a specifically designed EOC and was constructed to IL4 standard.

Dear Frank
I refer to your request below for information regarding the EOC buildings for Christchurch City Council (CCC).
CCC primarily uses the Justice Precinct as the EOC centre. We understand you will receive the information regarding this building from the Ministry of Justice separately.
The backup EOC is the Function Room at the 53 Hereford St Civic Offices. The IL of the Civic Offices is 2 and the NBS of the building is 100 %.

Re: information ECC/EOC Seismic Resilience. (Our ref. 638).
We have decided to release the information you have requested; please see
the answer below from the Emergency Management Officer
The Mackenzie District Council Chambers located in Fairlie is the only
designated Emergency Operations Centre (EOC) for the Mackenzie District.
Currently the Council building was seismically assessed 3-4 years ago
during an engineering assessment at 22%NBS. However, there are additional
structural building works on this building due to commence in the next few
weeks.
There are no IL4 buildings currently available or suitable in the
Mackenzie District to utilise as an EOC.
You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at

This building was built in 2004 to 100% of NBS.

o Just to double check, is that 22%NBS at IL4? Also what type of
assessment was that.
This was an early assessment and the latest is 40% of IL2. Not sure
how IL2 translates to IL4
o Are you able to give an indicator of when the structural work you
mention is expected to be completed and what the target and importance
level of those works are? Finished work will take us to 67% of IL2

Thank you for your information request, which was transferred to us by
Environment Canterbury, relating to ECC/EOC Seismic Resilience and
received on Friday 23 June.
We have responded to your questions below (in red).
Please identify for your CDEM Group and its members each building that
is currently identified as the building intended/likely to be used as
-the ECC -an EOC after a seismic event. We have two buildings that would
be utilised as an EOC in the event of a seismic event, being our Local
Government Building at 125 Queen Street, and our Waimate Event Centre
building, located at 15 Paul Street, Waimate.
Please provide the buildings current %nbs at IL4, the date of the last
assessment, and the type of seismic assessment completed.
1. The Local Government Building at 125 Queen Street has a seismic
rating of 75% NBS IL4 (Importance Level 4). We have attached the DSA
(Detailed Seismic Assessment) report dated September 2019 for
further information.
2. The Waimate Events Centre was designed and constructed to IL3
(Importance Level 3). The building consent was granted October 2015.
Alternately if you do not hold/cannot provide the above please provide
the last seismic assessment for the buildings identified above

Good Day
All of the welfare centres have been inspected by a structural engineer
engaged by the Council . Some of the older buildings ( timber framed) have
had their bracing unit requirements calculated to confirm capacity through
to new/newish buildings that have been built under building consent some
of these at IL3 .
If you require more detailed information, if will have to be treated as a
new official request for information as it will entail time consuming
collation and research by Council staff.
