Dear Manawatu-Wanganui Regional Council,

Please identify for your CDEM Group and it’s members each building that is currently identified as the building intended/likely to be used as
-the ECC
-an EOC
after a seismic event.
Please provide the buildings current %nbs at IL4, the date of the last assessment, and the type of seismic assessment completed.

Alternately if you do not hold/cannot provide the above please provide the last seismic assessment for the buildings identified above

Hi Frank,

I refer to your official information request received 12 June for
information on ECC/EOC premises used by our CDEM group and its members
following a seismic event.

Manawatu-Whanganui Regional Council (trading as Horizons Regional Council)
uses the top floor of the purpose built Te Ao Nui building located at 17
Victoria Avenue, Palmerston North as its ECC/EOC premises for all
emergency events. The entire building is IL4. It does not have a %NBS
value as it has not been assessed in accordance with current Guidelines;
however, we confirm it meets the current Building Code requirements for an
IL4 structure.
For information regarding the buildings used by the other members of our
CDEM Group we suggest you contact them directly. 

You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at

Thank you for your response.

I note that Te Ao Nui is built around 2019 to IL4 standard.

I note Palmerston North EOC is contained in the same building.

Regards the other EOCs

Could I please request that you transfer my request to the relevant territorial authorities in accordance with Section 12 of LGOIMA.
