Tēnā koe Frank,

I refer to your official information request received at the Council on 19
June 2023 for information regarding buildings to be used as Emergency
Coordination Centres (ECC) and Emergency Operations Centres (EOC).  We
have processed your request as a request under the Local Government
Official Information and Meetings Act (LGOIMA).  The information you have
sought is set out below.

BULLER

The EOC is on Level 1 of the grandstand structure at Victoria Square,
Brougham Street, Westport.

The Grandstand assessment/report was from strengthening works under
Building Consent BC150243.

Grandstand:- IL4 building - 50% NBS (Cat 4).  IL3 building - achieved 70%
NBS (2015 report -AMK Ltd).

 

The alternate location is the EPIC Centre located at 52 Russell Street,
Westport.

This two level office area is 58% NBS, and the retail area is 101% NBS.

 

GREY

The Westland Recreation Centre is located at 83 High Street, Greymouth.  A
large room located at the stadium end of the facility is used by West
Coast Emergency Management (WCEM) as either an EOC or ECC.

The Recreation Centre does not have an NBS rating.  It does not fall into
any 'potentially earthquake prone' categories and has no retrospective
assessment of earthquake vulnerability.

The WCEM-utilised room along with the stadium, Gym, and change-rooms are
all designed to IL4 and received a Code Compliance Certificate in 2016.

The remaining parts of the building are IL3.

 

WESTLAND

The EOC is typically set up in the Westland District Council chambers. 
The Westland District Council building is located at 36 Weld Street,
Hokitika.

The Notice (under section 133AL of the Building Act 2004) dated 11/12/2020
is attached for your information.
