    Dear South Waikato District Council,
Can you please supply a breakdown of the following relating to the operations of the Tokoroa Airport for the last five years.
-operating revenue from flights
-revenue from other (tenants/rentals etc)
-projected revenue per annual plan and internal projections that may exist
-operating costs direct and indirectly carried by the council
-number of staff and gross cost of same
-capital expenditure and plans for next five years (even if not yet contracted in directly)
-other income including grants/subsidies received from non council sources and sales of any type such as timber or such
-number of flights in/out by month
-number of tenants and income totals per annum
-value of any write offs of bad debt, capex or asset values for last five years and value of any outstanding debt
-full breakdown of any and all obligations relating to the airport including an estimate of the liability value to cancel them all
-expected life of the airport without major capital expenditure
-estimated capital value of the airport and its major components (runway, equipment and buildings).

Council would like to advise that your request for information is refused
 under section 17(f) of the Local Government Official Information and
 Meetings Act 1987 (the Act) on the basis that the information requested
 cannot be made available without substantial collation or research.
 
In deciding whether to refuse your request, the Council has considered
 under section 17A(1) of the Act whether fixing a charge or extending the
 time limit would enable the request to be granted.  Given the limited
 number of staff with knowledge of this area and their other commitments,
 we have estimated this work would take in excess of a month to complete.
