I acknowledge receipt of your official information request below.
‘Please provide a breakdown of all Low Cost Low Risk projects which
were allocated funding under the Low Cost/Low Risk category, for the
period 2018-2021, in the 2015 RLTP (updated 2018). This information
can be restricted to those items which appear in TABLE 1: PRIORITY
1 EXPENDITURE on pages 42 and 43 of the Canterbury Regional Land
Transport Plan 2015 - 2025.
In particular, I am seeking information on which projects included
improved pedestrian or cycling facilities, what the locations of the
improvements were and what their budget allocation was.
Please include projects which were funded in this period but may have
had construction delayed into the current funding period.’
We received your request by way of Transfer from Environment Canterbury
Regional Council on 14 December 2021. We will endeavour to respond to your
request as soon as possible and in any event no later than 2 February
2022, being 20 working days after the day your request was received. The
response date takes in to account, under the ‘Local Government Official
Information and Meeting Act’ (LGOIMA) that working days do not include the
days from 20 December to 10 January. If we are unable to respond to your
request by then, we will notify you of an extension of that timeframe.
Please see below from the Ombudsman website information in relation to
working days.
‘Working day’ means any day of the week other than:
· Saturday and Sunday;
· national public holidays (Waitangi Day, Good Friday, Easter
Monday, Anzac Day, Queen’s Birthday, Labour Day), and regional anniversary
days in the relevant region; and
· the period from 20 December to 10 January inclusive.
A working day is not limited to 9am to 5pm. Therefore, if a request is
received by email or other electronic means outside business hours, it
will still be counted as being received on that day, and the count will
start on the next working day.

Dear Tim,
I refer to your request which was transferred to us on 13 December 2021.
You requested the following, under the Local Government Official
Information and Meetings Act 1987 (LGOIMA):
“a breakdown of all Low Cost Low Risk projects which were allocated
funding under the Low Cost/Low Risk category, for the period 2018-2021, in
the 2015 RLTP.”
Unfortunately, being a small Council with limited resources, a key staff
member has been absent, and it is not possible for us to meet the original
time limit without unreasonably interfering with the Council's operations.
I am writing to notify you of an extension of 5 working days to make our
decision, to 04 February 2022. Thank you in advance for your
understanding.
We are obliged by the LGOIMA Act to advise you have the right to ask the
Ombudsman to investigate and review our decision. Complaints can be sent
by email to [1][email address], by fax to (04) 471 2254, or
by post to The Ombudsman, PO Box 10152, Wellington 6143.

Subject: RE: Three Waters: NTU Request for Financial Information
Hi Cathy,
Did you get a response to this?
Looking into our system, nothing has come through IM but I can see the
Finance people are all over it and treating it like the earlier OIA
request which wasn’t treated as an OIA.

Hi All,
Just wondering if other Canterbury Councils are treating the Three Waters:
NTU Request for Financial Information requests as LGOIMA?
Cheers
Cathy.
