Request for Public Transport Classification Information in the ONF

Tony Randle made this Official Information request to New Zealand Transport Agency

Response to this request is long overdue. By law New Zealand Transport Agency should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

From: Tony Randle

Dear New Zealand Transport Agency,

Waka Kotahi (WK) recently responded to an information request about how the One Network Framework (ONF) came to the definition of PT1 Rapid transit for rail and bus services (Refer OIA-8243: https://fyi.org.nz/request/15675-one-net...)

In response WK provided a range of documents from August 2020. However, while these documents provide some background to the fact that the ONF developed the range of definitions for different levels of public transport services, WK did not provide any background or evidence in support for these definitions.

It is of particular note that the early documents defining PT classes for the ONF were provided by organisations external to WK. I wish to understand more about how these early definitions for the various levels of PT services were created and agreed.

The earliest document that discussed the five classes for PT is Attachment six TSIG Feedback so far ONF PT Tiers REDACTED.pdf (https://fyi.org.nz/request/15675/respons...) received 21 August 2021 from Management Consultants Just Add Lime. In this report includes a suggested set of Criteria for each of five Classes of PT Tiers as well as feedback comments from the TSIG.

1) Can I please have a copy of the Terms of Reference for the TSIG?

2) Can I please have a copy of the members of the TSIG?

3) Can I please have a copy of the agendas and meeting minutes for the TSIG since May 2020?

4) Can I please have a copy of the contract for services with Just Add Juice under which they were engaged to develop the PT Tiers and to provide the document TSIG Feedback so far ONF PT Tiers to WK?

5) Can I please have a copy of the communication to the TSIG that resulted in this feedback document including the sender of the communication, the date of the communication and any documents attached/linked to the communication?

6) Can I please have a list of the transport qualifications of the person or persons who drafted the table outlined in the document TSIG Feedback so far ONF PT Tiers?

7) Can I please have copy of any supporting information, reports or other evidence used by the person or persons in their drafting of the table outlined in the document TSIG Feedback so far ONF PT Tiers?

The other key early document that discussed the five classes for PT is Attachment seven ONF movement and place classification discussion document.pdf (https://fyi.org.nz/request/15675/respons...) received 1 September 2021 from the Road Efficiency Group. In this report also includes a suggested set of Criteria for each of five Classes of PT Tiers.

8) Can I please have a copy of the Terms of Reference, Memorandum of Agreement, contract or other document between WK and the Road Efficiency group under which the Road Efficiency Group produced the ONF movement and place classification discussion document?

9) Can I please have a copy of the communication to the Road Efficiency Group that led to them to develop the ONF PT Tiers and to provide the ONF movement and place classification discussion document to WK including the sender of the communication, the date of the communication and any documents attached/linked to the communication?

10) Can I please have a list of the transport qualifications of the person or persons who drafted the Public Transport section and associated table in the ONF movement and place classification discussion document?

11) Can I please have copy of any supporting information, reports or other evidence used by the person or persons in their drafting of the Public Transport section and associated table in the ONF movement and place classification discussion document?

If the requested information is held in electronic form, it is preferred that it be provided in its complete and original electronic format. If WK believes that information in a document may be out of scope for this request, it is also preferred that this information is not redacted.

Yours faithfully,

Tony Randle

Dear Official Correspondence,

Thank you for proving the information in your substantive response of 13 October 2021.

I wish to follow-up to clarify a couple of the responses to confirm the requested information has been provided.

With respect to my request item "9) Can I please have a copy of the communication to the Road Efficiency Group that led to them to develop the ONF PT Tiers and to provide the ONF movement and place classification discussion document to WK including the sender of the communication, the date of the communication and any documents attached/linked to the communication?"

WK responded: "In developing the One Network Framework (ONF) design, an international review of movement and place frameworks was completed. As a result, the model layers (including public transport) are included as an element of a complete movement and place framework and therefore encompassed in the design document."

TR Feedback Comment: No further information was provided in response to this request item. Can WK please confirm that it does not hold any "communication to the Road Efficiency Group that led to them to develop the ONF PT Tiers and to provide the ONF movement and place classification discussion document to WK"?
If such communication exists, such as "an international review of movement and place frameworks", then can WK please provide a copy of this communication?

With respect to my request item 11) Can I please have copy of any supporting information, reports or other evidence used by the person or persons in their drafting of the Public Transport section and associated table in the ONF movement and place classification discussion document?

WK Responded: "The document was developed using supporting information from the National Policy Statement on Urban Development which can be found here: https://www.hud.govt.nz/assets/UrbanDeve...

TR Feedback Comment: The only information was provided in response to this request item was the one page document "National-Policy-Statement-on-Urban-Development-expected-outcomes.pdf".
Can WK please confirm that, other than that one page chart, there not any other "supporting information, reports or other evidence used by the person or persons in their drafting of the Public Transport section and associated table in the ONF movement and place classification discussion document"?
If such information exists, such as "an international review of movement and place frameworks", then can WK please provide a copy of this information?

Yours sincerely,

Tony Randle

TR Feedback Comment: The only information was provided in response to this
request item was the one page document
"National-Policy-Statement-on-Urban-Development-expected-outcomes.pdf".

Can WK please confirm that, other than that one page chart, there not any
other "supporting information, reports or other evidence used by the
person or persons in their drafting of the Public Transport section and
associated table in the ONF movement and place classification discussion
document"?

If such information exists, such as "an international review of movement
and place frameworks",  then can WK please provide a copy of this
information?

Yours sincerely,

Tony Randle

Subject: Re: OIA-8775 RESPONSE

Dear Official Correspondence,

Thank you for proving the information in your substantive response of 13
October 2021.

I wish to follow-up to clarify a couple of the responses to confirm the
requested information has been provided.

With respect to my request item "9) Can I please have a copy of the
communication to the Road Efficiency Group that led to them to develop the
ONF PT Tiers and to provide the ONF movement and place classification
discussion document to WK including the sender of the communication, the
date of the communication and any documents attached/linked to the
communication?"

WK responded: "In developing the One Network Framework (ONF) design, an
international review of movement and place frameworks was completed. As a
result, the model layers (including public transport) are included as an
element of a complete movement and place framework and therefore
encompassed in the design document."

TR Feedback Comment: No further information was provided in response to
this request item.  Can WK please confirm that it does not hold any
"communication to the Road Efficiency Group that led to them to develop
the ONF PT Tiers and to provide the ONF movement and place classification
discussion document to WK"?

If such communication exists, such as "an international review of movement
and place frameworks", then can WK please provide a copy of this
communication?

With respect to my request item 11) Can I please have copy of any
supporting information, reports or other evidence used by the person or
persons in their drafting of the Public Transport section and associated
table in the ONF movement and place classification discussion document?

WK Responded: "The document was developed using supporting information
from the National Policy Statement on Urban Development which can be found
here:
[5]https://aus01.safelinks.protection.outlo...

TR Feedback Comment: The only information was provided in response to this
request item was the one page document
"National-Policy-Statement-on-Urban-Development-expected-outcomes.pdf".

Can WK please confirm that, other than that one page chart, there not any
other "supporting information, reports or other evidence used by the
person or persons in their drafting of the Public Transport section and

document"?

information?

Yours sincerely,
