For each PTOM unit for Greater Wellington public transport services, can the GWRC please provide:
1) The patronage data for the unit

If this information is held in electronic form, it is preferred that the information is provided in its complete and original format.

Good morning Tony,

I refer to your request for information dated 23 May 2021. The information
provided in our system is below:

“For each PTOM unit for Greater Wellington public transport services, can
the GWRC please provide:

1) The patronage data for the unit

2) The data that shows the extent to which the unit is subsidised”

I would just like to clarify the first item – patronage data. If you are
requesting detailed figures relating to patronage, could you please
confirm a reasonable timeframe (eg. For April 2021 only, or the last 6
months).

Being more specific with your request is necessary to help us provide the
data more suited to what you are looking for.

Kind regards,

Andrew Fairclough

Dear Andrew Fairclough,

I would prefer the patronage data 1) to align to the timeframe used to release the subsidy data 2). That is, if "2) The data that shows the extent to which the unit is subsidised” is to be release by month then the patronage data should be released by month. If the subsidy data is to be released by quarter then the patronage data should be released by the same quarters.

Yours sincerely,

Tony Randle

Dear Sharon Hornal,

Thank you for the GWRC response of 21 June 2021.

However, with respect to the requested "2) The data that shows the extent to which the unit is subsidised", the GWRC has provided an Excel file containing a complete breakdown of the subsidies received by Waka Kotahi New Zealand Transport Agency (Waka Kotahi) per month since the implementation of the PTOM in July 2018.

This outlines the amount the unit was subsidised but not the extent to which the unit is subsidised. Can the GWRC provide the Commerciality Ratios for all of the PTOM units (bus, rail and ferry) as outlined in Appendix H of the NZTA Procurement Manual? I will be satisfied with this information on an annual basis.

I believe provide the NZTA Commerciality Ratios for all of the PTOM units will provide the information I seek in part 2 of this request.

Yours sincerely,

Tony Randle

Kia ora Tony,

Hope you are keeping well, and everything okay as we have had to navigate
our way through the higher Alert levels again.

I have just become aware you had made a request for further information on
Commerciality Ratios on 27 August 2021.  While your request was received
and acknowledged, it wasn’t logged into our OIA system until now, for
which I apologise.

We are in the process of developing our Commerciality Ratios and a copy of
these will be provided to you once completed and approved. You can expect
a response by 24 September 2021 at the latest.

In the meantime, if you would like to discuss your request, please feel
free to get in touch with Margaret Meek, who I have copied into this
email.

Nga mihi,

Scott
