Request made under the Official Information Act 1982
Thank you for your email of 8 September 2021 requesting follow up information on Public Transport
Classification Information in the One Network Framework under the Official Information Act 1982 (the
Act).
I have answered each of your questions in turn below.
1) Can I please have a copy of the Terms of Reference for the TSIG?
2) Can I please have a copy of the members of the TSIG?
3) Can I please have a copy of the agendas and meeting minutes for the TSIG since May 2020?
The TSIG is a special interest group referenced by Local Government NZ (LGNZ). Waka Kotahi NZ
Transport Agency is not engaged as a formal partner of LGNZ and does not hold the Terms of
Reference, details of members or copies of agendas and minutes for the group. Therefore, I am
refusing your request for this information under section18(g) of the Act because the information is not
held by Waka Kotahi.
4) Can I please have a copy of the contract for services with Just Add Juice under which they
were engaged to develop the PT Tiers and to provide the document TSIG Feedback so far ONF
PT Tiers to WK?
Please find the terms of agreement in with Just Add Lime in Attachment one. Financial figures of this
agreement have been withheld under Section 9(2)(b)(ii) of the Act, as it would likely prejudice the
commercial position of the person who supplied or who is the subject of the information if this were to
be released. Some information has also been withheld under section 9(2)(a) of the Act, to protect the
privacy of natural persons, including that of deceased natural persons.
5) Can I please have a copy of the communication to the TSIG that resulted in this feedback
document including the sender of the communication, the date of the communication and any
documents attached/linked to the communication?
Please refer to our response of 3 August 2021 which includes all correspondence from Amy Kearse,
Urban Development Manager, with the TSIG. As this information has been released to you previously,
I am refusing question five of your request under section 18(d) of the Act because the information is
publicly available.
6) Can I please have a list of the transport qualifications of the person or persons who drafted
the table outlined in the document TSIG Feedback so far ONF PT Tiers?
7) Can I please have copy of any supporting information, reports or other evidence used by the
person or persons in their drafting of the table outlined in the document TSIG Feedback so far
ONF PT Tiers?
TSIG is a Non-Governmental Organisation made up of members from regional councils. Waka Kotahi
does not hold information about the qualifications of the person who drafted the table, therefore I am
refusing your request for this information under section 18(g) of the Act because the information is not
held by Waka Kotahi.
8) Can I please have a copy of the Terms of Reference, Memorandum of Agreement, contract or
other document between WK and the Road Efficiency group under which the Road Efficiency
Group produced the ONF movement and place classification discussion document?
Please refer to Attachment two, which is a copy of a paper taken to the Waka Kotahi Board in 2018 that
supports the Road Efficiency Group (REG) programme through to December 2021 and the projects
included in the programme.
9) Can I please have a copy of the communication to the Road Efficiency Group that led to them
to develop the ONF PT Tiers and to provide the ONF movement and place classification
discussion document to WK including the sender of the communication, the date of the
communication and any documents attached/linked to the communication?
In developing the One Network Framework (ONF) design, an international review of movement and
place frameworks was completed. As a result, the model layers (including public transport) are included
as an element of a complete movement and place framework and therefore encompassed in the design
document.
10) Can I please have a list of the transport qualifications of the person or persons who drafted
the Public Transport section and associated table in the ONF movement and place
classification discussion document?
The individual who drafted this discussion document has over 8 years’ experience specialising in the
transport sector. Their qualifications are:

New Zealand Certificate of Engineering (NZCE) – Electrical (Completed 1989) – Waikato Institute
of Technology
•
Diploma in Business – Information Systems (Completed 1997) – Auckland University.
11) Can I please have copy of any supporting information, reports or other evidence used by
the person or persons in their drafting of the Public Transport section and associated table in
the ONF movement and place classification discussion document?

As the document is publicly available, I am refusing question 11 of your request under section 18(d) of
the Act.
With respect to the information that has been withheld, I do not consider there are any other factors
which would render it desirable, in the public interest, to make the information available.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
