Thank you for your request of 17 October 2021 requesting the following information under the Official 
Information Act 1982 (the Act): 
 
With respect to my request item "9) Can I please have a copy of the communication to the 
Road Efficiency Group that led to them to develop the ONF PT Tiers and to provide the ONF 
movement and place classification discussion document to WK including the sender of the 
communication, the date of the communication and any documents attached/linked to the 
communication?" 
 
WK responded: "In developing the One Network Framework (ONF) design, an international 
review of movement and place frameworks was completed. As a result, the model layers 
(including public transport) are included as an element of a complete movement and place 
framework and therefore encompassed in the design document." 
 
TR Feedback Comment: No further information was provided in response to this request item.  
Can WK please confirm that it does not hold any "communication to the Road Efficiency 
Group that led to them to develop the ONF PT Tiers and to provide the ONF movement and 
place classification discussion document to WK"? 
If such communication exists, such as "an international review of movement and place 
frameworks", then can WK please provide a copy of this communication?

reports or other evidence used by the person or persons in their drafting of the Public

was the one page document "National-Policy-Statement-on-Urban-Development-expected-
outcomes.pdf". 
Can WK please confirm that, other than that one page chart, there not any other "supporting 
information, reports or other evidence used by the person or persons in their drafting of the 
Public Transport section and associated table in the ONF movement and place classification 
discussion document"? 
If such information exists, such as "an international review of movement and place 
frameworks",  then can WK please provide a copy of this information? 

 
Waka Kotahi NZ Transport Agency has reviewed our response of 13 October 2021 and I can confirm 
all the information within scope of your request has been provided. The international review of 
movement and place frameworks you refer to was completed by a third party. The output of this review 
was provided to the Road Efficiency Group in a presentation to the board, this was provided to you in 
Attachment two of our response of 13 October 2021. Therefore, I am refusing your request under 
section 18(e) that the document alleged to contain the information requested does not exist. 
 
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
