Wellington CBD pedestrian traffic signals: total count, repair rate, and maintenance schedule

Callum McMenamin made this Official Information request to Wellington City Council

The request was successful.

From: Callum McMenamin

Dear Wellington City Council,

I request to know the following information pertaining to Wellington CBD’s pedestrian traffic signals (the buttons you press that tell pedestrians when to cross the street):

1. How many pedestrian crossing buttons are there in Wellington CBD?

2. How many are reported as being broken (no beeps, button broken, etc) per year?

3. How many are fixed each year?

4. After a complaint is made about a broken button, how long does it take to get repaired?

5. Have some pedestrian crossings had their audio feedback silenced due to noise concerns?

6. Does the council perform proactive monitoring and audits on these buttons to ensure they are all functioning correctly, and making auditory and haptic feedback? If so, what is the monitoring/audit/maintenance schedule or program in place?

Yours faithfully,
Callum McMenamin

Dear Mr McMenamin,

Thank you for your email to the Council received via the FYI website on 15 January 2020 in which you asked a number of questions in respect of pedestrian traffic signals in the Wellington CBD.

Please accept my apologies for the delay in responding to your request. It appears the response was drafted but not forwarded to the FYI site on 28 January 2020.

I will address your questions in the order of your email.

1. How many pedestrian crossing buttons are there in Wellington CBD?

There are 94 traffic signal sites and 593 pedestrian crossing pushbuttons in the Wellington CBD.

2. How many are reported as being broken (no beeps, button broken, etc.) per year?

There were 82 pedestrian pushbutton faults recorded in the CBD from January 2019 to December 2019. 38 were reported by members of the public and 44 were identified by the WCC traffic signals team (via monitoring) and the signals maintenance contractor (via preventative maintenance/site inspections). 26 of the pedestrian pushbutton complaints were related to issues of audio tone or vibration.

3. How many are fixed each year?

All of the 82 recorded faults were repaired.

4. After a complaint is made about a broken button, how long does it take to get repaired?

Generally within 2 working days. Most faults found during preventative maintenance inspections are repaired by the technician while on site. Faults involving damaged cabling take longer to identify and repair.

5. Have some pedestrian crossings had their audio feedback silenced due to noise concerns?

Some pedestrian callbox tones have been lowered due to complaints received from residents affected by the sound especially at night.

6. Does the council perform proactive monitoring and audits on these buttons to ensure they are all functioning correctly, and making auditory and haptic feedback? If so, what is the monitoring/audit/maintenance schedule or program in place?

The Council’s traffic signals maintenance contractor undertakes preventative maintenance work including the pedestrian callbox and audio checks. The contractor follows a Preventative Maintenance Inspections annual cycle. All faults identified during the inspections are addressed promptly.

Should you have any further questions please contact me.

Kind regards,
Ian
