This is a request for information and documentation as covered by the Local Government Official Information and Meetings Act 1987 and/or the Official Information Act 1982.
These questions relate to the Heaphy Terrace pedestrian facility (signalised crossing) approved by Hamilton City Council in late 2024 and constructed in the 1st half of 2025.
1. Can we have a copy of the finalised budget for the signalised crossing as it was before construction on Heaphy Terrace was started?
2. Can we have an itemised list of the final costs of designing and installing the signalised crossing on Heaphy Terrace, including the total project cost?
3. Can we have the final levels of funding for the project provided by NZTA (Waka Kotahi), Hamilton City Council, and any other funding source?
4. When did construction on the signalised crossing start and finish?
5. Can we have a copy of the safety assessment for the final signalised crossing design?

We refer to your information request below. Hamilton City Council provides
the following response.
Your request:
1. Can we have a copy of the finalised budget for the signalised

installing the signalised crossing on Heaphy Terrace, including the total
project cost?

signalised crossing design?
Our response:
1. Can we have a copy of the finalised budget for the signalised
crossing as it was before construction on Heaphy Terrace was started?
The budget for the project before construction commenced was $597k. The
project and its location (plus budget) were approved at a Council
committee meeting on Tuesday 11 February 2025.
2. Can we have an itemised list of the final costs of designing and
installing the signalised crossing on Heaphy Terrace, including the total
project cost?
Council currently do not have the final costs for the project. Some
elements from the project walkover and the safe system audit have yet to
be completed. Once staff have the final costs these can be supplied.
3. Can we have the final levels of funding for the project provided
by NZTA (Waka Kotahi), Hamilton City Council, and any other funding
source?
Projects under the Climate Emergency Response Fund (CERF) programme were
funded at 90% by NZ Transport Agency Waka Kotahi. Heaphy Terrace
signalised crossing was funded through the CERF programme at 90% subsidy.
4. When did construction on the signalised crossing start and
finish?
Construction started on 4 April 2025 with works substantially completed on
2 May 2025. However, as per council’s process, a walkover of the site is
required to ensure all works are completed as per the design and to the
appropriate standards. The close off process also requires a safe system
audit. A safe system audit is an independent review of a transport project
to identify any safety concerns that may affect the safety performance and
alignment to a Safe System. The recommendations for this project are still
being addressed and final sign off is still to occur.
5. Can we have a copy of the safety assessment for the final
signalised crossing design?
The copy of the safe system audit report attached is still a working copy,
it is not yet complete. The report includes recommended improvements,
which are currently being undertaken. The safe system audit will only be
concluded with final signed off once all works are satisfactorily
completed.
