Lime scooters braking failures

    Dear Christchurch City Council,
I request the following information regarding Lime scooters in Christchurch,
1.How many scooters were affected with braking problems in Ch CH?
2.When did Lime first advise the CCC of these issues?
3.Was this before or after the news media published this problem?
4.Copies of the assurances given to the CCC that the problem was resolved to include the technical information as to how it was resolved,that enabled the CCC to not remove the scooters until the braking problems were fixed.
5.Did the CCC seek independent analysis of what Lime stated as to how the issues had been resolved?
6.Who in the CCC is technically qualified to understand the information supplied by Lime?and what experience and qualifications in this field do they hold?
7.How was the CCC able to so quickly make a decision when other councils could not?
8.Lime have NOT put the scooters back on the streets in Auckland or Dunedin as they "want more time" to ensure they are SAFE yet they were able to say CH CH scooters were safe much earlier,why is this so?
9.Will Lime supply regular updates of any problems with the scooters to the CCC ? and what form and frequency of reports be supplied?

  4. Please find the attached letter. Please note that the Council has
 decided to withhold some information under the following section of
 the LGOIMA: 7(2)(a) – to protect the privacy of natural persons
5.       No
 6. The Christchurch City Council has issued Lime a permit to trade under
 the Public Places Bylaw 2018 which is guided by the Trading and Events
 in Public Places Policy. The Council is not the relevant authority to
 determine whether products or services are or aren’t safe for use for
 the public. The Ministry of Business Innovation and Employment has
 qualified staff to underrate analysis and make determinations as to
 product safety standards.
  7. Staff provided advice to Councillors within the requested timeframes.
  The item had been set for the Council meeting date on February 28
 2019 for a number of weeks. All relevant information was at hand and
 presented to elected members in briefing memos or presentations on or
 before the day of the meeting. The Council cannot speak for other
 councils. We recommend you approach them directly.
  8. You will need to ask Lime about their operations in Auckland and
 Dunedin. Lime representatives have informed the Council that the
 issues with scooters have been isolated, resolved and that the
 scooters are safe for use.
  9. If there are any safety issues identified with the scooters, Lime are
 required to deactivate and remedy any identified issues immediately.
 Council does not need to be notified every time this occurs, however
 it is expected that if there are serious or more widespread issues
 then Council will be notified as required.
