Dear Christchurch City Council,

My family and animals have all been sick since the CCC introduced chlorine in the water. Can you please advise what public consultation was done prior to making the decision to chlorinate the water and whom signed off on it? Was it a collective decision and for what reasons has chlorine been added?

Does the CCC have a definitive plan to fix wells mentioned in the media and at what point will chlorine be removed from water supply?

Thank you for your email, received on May 26th 2018. You requested the
following information, under the Local Government Official Information and
Meetings Act 1987 (LGOIMA):

 

Can you please advise what public consultation was done prior to making
the decision to chlorinate the water and whom signed off on it?

Does the CCC have a definitive plan to fix wells mentioned in the media
and at what point will chlorine be removed from water supply?

 

Response:

 

1.       What public consultation was undertaken:

Because this is a matter dealing with public health and our compliance
with the Drinking Water Standards for New Zealand there was no requirement
to consult.

 

2.       Who signed it off:

The decision was made by the Christchurch City Council on 25 January 2018.

 

3.       Was it a collective decision?

Yes, it was a Council decision, made after receiving advice from the
Medical Officer of Health and the Drinking Water Assessor.

 

4.       What reasons was chlorine added:

The Council lost its 'provisionally secure' status under the Drinking
Water Standards. The well heads on the groundwater wells servicing our
city have not been signed off as secure and there is a potential risk of
contamination occurring.

In the meantime we received advice from health authorities that we need to
chlorinate the water to provide an extra layer of protection.

 

5.       Does CCC have definitive plan to fix wells?

Yes, there is a work programme in place. Already we have done a lot of
work to analyse the best way to do what is required while also maintaining
adequate water supply (we need to shut down wells while we work on them
and that impacts on the order we do the work). In the meantime, we’ve
improved the security of wellheads at 22 pump stations. There are 11 well
heads at four pump stations that have been remediated and now meet the new
interpretation of the standard and we are not chlorinating this water.
Work on the next 23 wells, at 7 pump stations begins in July 2018. There
is more information about this [1]on our website and a [2]report to
Council on June 14 explained the background and details of the immediate
work.

 

6.       At what point will chlorine be removed from the water supply:

The city’s water supply will need to be treated with chlorine until such
time as the well heads meet the new interpretation of the standard or
other ways are found to provide a level of protection from contamination.
Our focus and work programme is designed to maximise the amount of
unchlorinated water in the city by favouring pump stations that are not
chlorinated and working on those where we can get clearance to stop
chlorination. Chlorine will be removed progressively over time. The
Council (governance) has authorised the chlorination of the water supply
for up to 12 months. Should longer be required, a further resolution of
Council would be needed.
