1987 (LGOIMA).
Request:
I would like to know about your policy with relationships and other staff
members, and if there is a code of ethics for city councillors in relation
to relationships with each other.
Council staff have assessed your request and have raised concern over the
lack of clarity about the information you are seeking to obtain. Under
section 10(2) of the LGOIMA, the official information requested shall be
specified with due particularity in the request. We do not consider that
your request is specific enough for us to be able to gather the relevant
information at this stage, and we ask that you refine your request:
Could you please clarify what you mean by “relationship”?
In the first instance, if you are able to refine your request or limit the
information you have requested, Council staff will be able to assess this
and its possible provision.

following information, under the Local Government Official Information and
Meetings Act 1987 (LGOIMA):
I would like to know about your policy with relationships and other staff
members, and if there is a code of ethics for city councillors in relation
to relationships with each other.
On 5 June 2018 you clarified your request as follows:
Please provide a copy of Council Staff Policy on inter work place
relationships (I.E a sexual relationship with another member of staff)
Please provide a copy of Councillor Policy/Ethic guidelines on
relationships (I.E a sexual relationship) with other councillors and/or
council staff
Council Response
For Council staff this matter is addressed as part of the Conflict of
Interest Policy (extract below):
3.4 Personal relationships in the workplace
• The Council acknowledges that personal relationships often
begin at work, and can develop into long-term relationships. This policy
does not seek to restrict friendships between colleagues and occasional or
casual social and personal contacts between them.
• Generally, personal relationships between employees are of
no concern to the Council. However, there can be situations where these
relationships cause problems for both the Council and employees due to
a perceived conflict of interest.
• Two employees who form an intimate personal relationship
must inform their manager or managers if the relationship is:
o between individuals who are in a reporting
relationship; or
o between individuals where one is able to
exercise organisational control over the other.
• The manager or managers, in consultation with others where
appropriate, may decide that:
o the notification of the relationship is by
itself sufficient protection for the employees involved and for the
Council; or
o the responsibilities of one or both of the
employees involved should be varied, after consultation with the
employee(s) concerned, to remove the risk of the types of behaviour with
which this policy is concerned; or one or both of the
employees involved should be transferred to another, no less favourable,
position.
