Section 14 of the Official Information Act requires agencies to transfer requests in cases like this, where they do not hold the information that has been requested but believe another agency subject to the OIA does hold it.

The agency is legally obligated to transfer requests like this to the correct agency within 10 working days of having received it. Clearly, that did not happen in this case.
Police should also have informed you that you have the right to complain to the Office of the Ombudsman about their response. Given they failed to fulfil their legal obligations under s14 of the OIA, you would have solid grounds for a complaint.
