Dear Christchurch City Council,

in 2007, the Christchurch City Council said:

The toddlers’ pool and adjacent barbecue area [in Sockburn Park] are being retained to create an area for families to enjoy picnics throughout summer

11 years later, this has not happened. The park has fallen into a state of disrepair, with lighting facilities disconnected since demolition, and not reconnected (nor were they intended to be reconnected, Wayne Manu and his team are reviewing to see if this is an option how ever, so full points to him)

I also note that the area is badly overgrown, has become a place for vagrants to throw things into the former toddlers' pool.

My request:

What plans have the council had since 2007 to regenerate Sockburn Park for the community?
What plans currently exist for Sockburn park?
What future does Sockburn park hold for West/South West residents?
What is the annual upkeep of the Squash Facility in Sockburn Park?
What is the annual cost of the former Sockburn community centre?
What plans is there to demolish the former Sockburn community centre?

Council Response

The Council has responded to your questions below:

 

What plans have the council had since 2007 to regenerate Sockburn Park for
the community?

 

A concept plan was drafted in 2007 following the Sockburn Pool demolition.
This concept plan was not finalised and did not go out for community
consultation. It was not considered or approved by the Community Board.

 

What plans currently exist for Sockburn park?

 

The paddling pool, shelter, barbeques, pump shed, seating and fencing
around this area is due to be removed to ground level during the next
three months, and will be capped with metal/soil and will become a grassed
area.

 

What future does Sockburn park hold for West/South West residents?

 

There is a project in the approved 2018-2028 Long Term Plan to develop a
landscape plan with the community in FY26 and implement the plan in FY27
unless this funding is brought forward.

 

What is the annual upkeep of the Squash Facility in Sockburn Park?

 

The Council's Recreation Sports Unit currently budgets $12,400 for the
facility maintenance. The maintenance upkeep for this facility includes
services relating to weather tightness of building, some plumbing and
drainage work, electrical, window treatments, paint, grounds maintenance
also fire service contracts and BWOF certification. There are other minor
works included in the upkeep and also items which are the tenant's
responsibility.

 

What is the annual cost of the former Sockburn service centre?

 

Last Year (July 2017 to June 2018) Council's operating costs for the site
were $41,131 (including repairing vandalism, security patrols, and general
ground maintenance).

 

What plans is there to demolish the former Sockburn service centre?

 

The Halswell-Hornby-Riccarton Community Board considered the future of
this facility at its meeting of 14 August 2018.  The staff recommendation
is to demolish the building.  Information can be found at

The Community Board supported the demolition of the site as soon as
possible.
