- The appointment and role description of the incumbent Chief Resilience
Officer;
The role of Head of Strategic Policy and Resilience encompasses the Chief
Resilience Officer role. Job description is attached.

- The selection process for the appointment of said Officer;
The role was advertised internally and interviews were conducted by a
panel including the Assistant Chief Executive and Chief Executive.

- Any agreement between Council and the Officer;
There is no agreement between Council and the Officer other than an
individual employment contract.

- Any agreement between Council and the Rockefeller Foundation;
There is no current agreement between Council and the Rockefeller
Foundation given the transition to the Resilient Cities Network. The
original 2014 grant agreement is attached.

- Financial support received by Council to hire an Officer;
See terms of Agreement, as per attached.

- Financing mechanisms to support investment in resilient infrastructure
with the private sector;
See terms of Agreement, as per attached. See also the Action Plan for
implementation of the  [2]Resilient Greater Christchurch Plan which sets
out the organisations involved in implementation.

- Technical support for the Officer, including resources for implementing
a resilience plan;

See the terms of the Agreement, which funded support, and also refer to
the Action Plan at the rear of the [3]Resilient Greater Christchurch Plan,
as that sets out who was to lead implementation actions - note that
resourcing each implementation action has been achieved either by
incorporating within existing respective organisations’ work programmes,
or their development of specific programmes. 

 

- Assessments conducted using the City Resilience Framework;

Please refer to the [4]Greater Christchurch Preliminary Resilience
Assessment which drew on the Framework’s factors of resilience along with
the Climate change risk screening for the district. [5]Council releases

- The inclusion of aboriginal tikanga advisors in consultation and
decision-making processes.

Please refer to pages 26 and 27 of the [6]Resilient Greater Christchurch
Plan, which sets out how mana whenua / iwi participated in the Plan’s
development, and as a Greater Christchurch Partner in its adoption in
2016.
