Dear Nikki,
I refer to your email we received on 21 October. You requested the
following, under the Local Government Official Information and Meetings
Act 1987 (LGOIMA):
With regards to meetings held between CODC and CC (or its
agents/representatives) where anything in relation to the proposed
airport at Tarras was discussed, please provide, in respect of each
meeting:
- the dates
- how many people were present
- minutes/meeting notes from the meeting
Unfortunately, it will not be possible to meet the original time limit and
I am writing to notify you of an extension of 5 working days to make our
decision, to 29 November 2022.
This is necessary as your request involves a third party who we are
consulting before making a decision. Therefore a proper response cannot
reasonably be made within the original time limit.
You have the right to ask the Ombudsman to investigate and review this
extension. Complaints can be sent by email to

1. Michael Singleton provided an update. All information will be

The company will make themselves accessible to members of the public who
wish to engage with them.
2. Briefings also being provided to CCHL and to the Crown as part
of no surprises policy.
3. Have been doing some work around engagement at Christchurch
level.

Malcolm Johns – Chief Executive CIAL (via Zoom) and Shane Vuletich and
Michael Singleton – CIAL
Sam Macdonald absent for briefing until 11.51pm
Note – clear expectation of confidence was raised before briefing began.
Michael Singleton provided an update to Councillors on issues and
current trends.
CIAL provided responses to Councillor questions.
We do not hold records of exact numbers of those present. But generally
those present were Mayor and Councillors, some Council staff and those
presenting (named in the above notes).
In addition, we have decided to withhold some notes under the following
section of the LGOIMA - 7(2)(b)(ii) – to protect the commercial position
of the person who supplied or who is the subject of the information.
In the Council's view the reasons for withholding these details are not
outweighed by public interest considerations in section 7(1) favouring
their release.
