In a recent OIA Response (https://fyi.org.nz/request/6651-fare-rev...), the Average Cost of Driving was calculated at $4.69.
1) Can I please have a copy of the calculation used to provide this estimate of the average cost of driving for the Wellington Region used in Fare Review ?
2) Can I please have an estimate of the cost of parking if included into the average cost of driving for the Wellington Region used in Fare Review ?
3) Can I please have a copy of the cost per kilometer used in the estimate for the average cost of driving for the Wellington Region used in Fare Review ?
4) Can I please have a copy of the average distance used in the estimate for the average cost of driving for the Wellington Region used in Fare Review ?
5) Can I please have a copy of the source document used to provide the driving cost elements used in the estimate for the average cost of driving for the Wellington Region used in Fare Review ?
If this information is held in electronic form, I would prefer it was provided in its complete and original electronic format.

Dear Helen Plant,
Thank you for the Fare Review 2016 Analysis fares compared to car costs. Unfortunately, while this spreadsheet does provide the calculations of the car costs, the equivalent average fare cost calculations are not included. In particular, on worksheet "PT vs car costs", Cell G71 holds the "Average PT fare (2014/15)" of 3.12450624211862 but this value is obviously sourced from another spreadsheet as are cells G57:G70 above this key value.
Can the GWRC please also provide the calculations used to provide the value of 3.12450624211862 as the "Average PT fare (2014/15)" as well as calculations that provided the average PT fare values for each zone in cells G57:G70 ?
Again, I would prefer the rest of this PT vs Car calculation information to be provided in it's complete and original electronic format.

Dear Helen Plant,
Three weeks ago I responded to the GWRC substantive reply of 23rd November 2017 outlining that there was still some requested information missing from the response provided. More specifically, my FYI reply back the GWRC on 23rd November 2017 stated:

Thank you for your recent email. I can confirm that GWRC received your
reply on 23 November 2017. The average fares are calculated by dividing
total revenue by boarding for each zone. The information used in these
calculations was provided to GWRC on a confidential basis by transport
operators in the Region.
This information is therefore withheld in accordance with section
7(2)(c)(i) of the Local Government Official Information and Meetings Act
1987 (the Act) on the ground that withholding the information is necessary
to protect information which is subject to an obligation of confidence.
Releasing this information would be likely to prejudice the supply of
similar information, or information from the same source, and it is in the
public interest that such information should continue to be supplied.
We have considered whether the public interest in the requested
information outweighs GWRC’s need to withhold the calculations. As a
result, we do not consider that the public interest outweighs GWRC’s
reason for withholding the calculations under the ground identified above.
If you have any concerns with the decision(s) referred to in this letter,
you have the right to request an investigation and review by the Ombudsman
under section 27(3) of the Act.

However, can the GWRC provide a summary of this information as follows:
1) The total fare revenue for each zone used in the average fare calculation
2) The total boardings for each zone used in the average fare calculation
I ask for this information as it is likely to not be so commercially sensitive given than the totals will be a mixture from different operators while still providing the information I requested.
