Request for Initial Interventions List and screening information for Let's Get Wellington Moving

Tony Randle made this Official Information request to New Zealand Transport Agency

The request was partially successful.

From: Tony Randle

Dear New Zealand Transport Agency,

I am interested in the work done to date by the Let's Get Wellington Moving (LGWM) initiative (http://getwellymoving.co.nz/) and especially in how the Scenarios were developed.

The LGWM web site includes a report on how the Long List Scenarios were developed (http://getwellymoving.co.nz/assets/Docum...). This report includes the following section:

"Compiling Potential Interventions

Interventions Workshop

The source of an initial long list of over 250 possible interventions was a workshop attended by some 25 officials/officers representing the three alliance partners, together with two members of the LGWM team and two consultants. The interventions were not assessed at the workshop, as the aim was to maximise possible ideas for later consideration. Following the workshop, all of the ideas were assembled in a simple database, with duplicates removed.

Ideas from Public Engagement

A further set of potential interventions was added to the workshop list. The additional set came from the LGWM web feedback, the LGWM phone survey, the GWRC/WCC research panel survey, and the NZTA record of stakeholder comments (Darzin), and had been collated by GWRC staff.

Collation – Grouping and Assessment of Interventions

The second stage in processing the set of ideas was to group them by categories. The categories were simple groupings of the ideas by common characteristics – for example, bringing together all of the ideas related to public transport.

The collected list of possible interventions was subsequently assessed by a transport planning and evaluation group to determine which interventions should be candidates to be included in possible scenarios and programme options and which, for a range of reasons, should not be considered further within this context.

These processes related to the intervention long list are documented in Note 1."

In relation to the above work by the LGWM team:
1) Can I please have a copy of the possible interventions referred to as the "initial long list of over 250 possible interventions" from "a workshop attended by some 25 officials/officers" ?

2) Can I please have a copy of the agenda, minutes, attendee list, and also any supporting information presented to, the workshop meeting (or meetings) where the "initial long list of over 250 possible interventions" were developed ?

3) Can I please have a copy of the possible interventions referred to as "A further set of potential interventions [...] added to the workshop list" from "the LGWM web feedback" ?

4) Can I please have a copy of the possible interventions referred to as "A further set of potential interventions [...] added to the workshop list" from "the LGWM phone survey" ?

5) Can I please have a copy of the possible interventions referred to as "A further set of potential interventions [...] added to the workshop list" from "the GWRC/WCC research panel survey" ?

6) Can I please have a copy of the possible interventions referred to as "A further set of potential interventions [...] added to the workshop list" from "the NZTA record of stakeholder comments (Darzin)" ?

7) Can I please have a copy of any report or other information that outlines, for each possible intervention, which category group the intervention was assigned ?

8) Can I please have a copy of the complete "collected list of possible interventions" that "was subsequently assessed by a transport planning and evaluation group" ?

9) Can I please have a copy of the interventions that were assessed as "candidates to be included in possible scenarios and programme options" ?

10) Can I please have a copy of the interventions that were assessed as "not be considered further within this context" and the reason why the transport planning and evaluation group decided the individual intervention was not to be considered further" ?

11) Can I please have a copy of the process used to consolidate and assess the possible interventions long list ?

12) Can I please have a copy of the members of the "transport planning and evaluation group" that assessed the intervention long list and whose purpose was "determine which interventions should be candidates to be included in possible scenarios and programme options and which, for a range of reasons, should not be considered further within this context." For the sake of clarity I would like the name, job title, organisation they represent and organisation who employed each member of the "transport planning and evaluation group".

13) Can I please have a copy of the agendas, minutes, attendee lists, and also any supporting information presented to, for any and all meetings of the "transport planning and evaluation group" where the interventions that were assessed as either "candidates to be included in possible scenarios and programme options" or "not be considered further within this context" ?

If the requested information is held in electronic form, I would prefer it was provided in its complete and original electronic format. I would also prefer that all communications with respect to this OIA request be via the FYI web site.

Yours faithfully,

Tony Randle

Dear Tony,

Thank you for your email regarding the links previously provided to you.

Between our responses of 13 and 22 September, the Let’s Get Wellington
Moving website underwent a pre-scheduled upgrade. This was taken as an
opportunity to update the file directory, and thereby shorten the URLs of
the documents published online. While this change to the directory was
intended to make the published documents more readily discoverable, it had
the unintended side effect of breaking the links that we had provided to
you in our response of 13 September.

In addition, a hyphen was missing from one link provided in our response
of 22 September (link F in your numbering system).

The updated links are provided to you below, following your numbering
system. Please accept our apologies for any inconvenience that this has
caused in accessing the published documents.

Dear New Zealand Transport Agency,

I have reviewed the provided documentation from Lets Get Wellington Moving and there still appears to be some missing information.

A) "Design Workstream Note 2 - Scenario Longlist Development" includes a blank section titled:

"Appendix 1 - Scenario Development Spreadsheet"

Can I please have a copy of the "Scenario Development Spreadsheet" referred to in this Note ? If this document is held in Spreadsheet form, I would prefer to be provided with a copy of the original spreadsheet (or spreadsheets) without any information being removed.

B) "MEMO: LONG LIST MCA ASSESSMENT WORKSHOP (30 November 2016)" contains the following section:

"7 NEXT STEPS
It was agreed at the workshops that the next steps will include:
...
3. A third and final workshop in this long listing process (with the assessment team) would be
held where based on the agreed assessment undertaken the proposed shortlisting scenarios
(or hybrids) would be agreed."

Can I please have a copy of the information related to the "third and final workshop in this long listing process". I would expect this to include the workshop Agenda, workshop Minutes, any documentation sent out for the workshop, any documentation or presentations to the workshop and any meeting notes or reports from the workshop.

Can you please provide the above information related to my information request ?

Yours faithfully,

Tony Randle

Dear Official Correspondence,

Three weeks ago I responded to the NZTA substantive reply of 10 October 2017 outlining that there was still some requested information missing from the response provided. More specifically, my FYI reply back the NZTA on 23rd November 2017 details two pieces of missing information associated with the following:

A) "Design Workstream Note 2 - Scenario Longlist Development" and

B) "MEMO: LONG LIST MCA ASSESSMENT WORKSHOP (30 November 2016)"

This response now asks:

Can the NZTA please confirm they have received my FYI reply of 23rd November 2017 ?

Can the NZTA please outline when they will provide the rest of the requested information originally requested via FYI on the 15th August 2017 and described in detail in my FYI response of 23rd November 2017 ?

Yours sincerely,

Tony Randle
