Request for Supporting Analysis used to identify the Golden Mile Options

Tony Randle made this Official Information request to New Zealand Transport Agency

Response to this request is long overdue. By law New Zealand Transport Agency should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

From: Tony Randle

Dear New Zealand Transport Agency,

The Lets Get Wellington Moving (LGWM) Project is currently consulting the public on three options for improving the Golden Mile (). I would like to understand the analysis that led LGWM to propose these three options.

1) Can LGWM please provide a copy of the 'intervention “toolbox” that identified over 150 different types of interventions that could address the problems and help to achieve the investment objectives' as outlined in Section 4 of the Golden Mile Short List Report (June 2020) ?
2) Can LGWM please provide a copy of the ' “root cause” analysis of the problems, which resulted in identification of four key issues relating to dwell times, congestion, intersection delay / variability, congestion delay / variability and pedestrian / urban amenity' as outlined in Section 4 of the Golden Mile Short List Report (June 2020) ?
3) Can LGWM please provide a copy of the tool that documented 'over 250 scenarios were identified for the sub-sections of the Golden Mile' and the assessments by which LGWM decided which scenarios 'it didn’t consider feasible or effective from further consideration' resulting in 21 scenarios as outlined in Section 4 of the Golden Mile Short List Report (June 2020) ?
4) Can LGWM please provide a copy of the assessment tool in which LGWM did 'further apply the mitigation / intervention strategies to each of the 21 sub-sections' which 'led to the identification of each scenario’s key features / attributes and enabled before and after cross sections to be developed' as outlined in Section 4 of the Golden Mile Short List Report (June 2020) ?
5) Can LGWM please provide a copy of the MCA scoring tool in which 'Each scenario sub-section was then subjected to an MCA process' and 'As a consequence of the MCA evaluation, nine further scenarios were removed, which left 12 sub-section scenarios remaining for short list assessment' as outlined in Section 4 of the Golden Mile Short List Report (June 2020) ?
6) Can LGWM please provide a copy of the scoring in the '“decision making tree” as set out in Figure 12.' where 'a number of sub-section scenarios from the Long List Report were able to be ruled out' as outlined in Section 6 of the Golden Mile Short List Report (June 2020) ?
7) Can LGWM please provide a copy of the detailed benefit calculations used to create 'Table 5 Net present value of short-listed corridor option benefits / disbenefits, 40-year
evaluation, 6% discount rate' on page 49 of the Golden Mile Short List Options Report ?
8) Can LGWM please provide a copy of the detailed benefit calculations used to create 'Table 6: Pedestrian realm benefits with alternative input assumptions ' on page 50 of the Golden Mile Short List Options Report ?

If this information is held in electronic form, it is preferred that it is provided in its complete and original electronic format.

Yours faithfully,

Tony Randle

Dear New Zealand Transport Agency,

The Lets Get Wellington Moving (LGWM) Project is currently consulting the
public on three options for improving the Golden Mile ().  I would like to
understand the analysis that led LGWM to propose these three options.

1) Can LGWM please provide a copy of the 'intervention “toolbox” that

the problems and help to achieve the investment objectives' as outlined in
Section 4 of the Golden Mile Short List Report (June 2020) ?

3) Can LGWM please provide a copy of the tool that documented 'over 250
scenarios were identified for the sub-sections of the Golden Mile' and the
assessments by which LGWM decided which scenarios 'it didn’t consider

sub-sections' which 'led to the identification of each scenario’s key
features / attributes and enabled before and after cross sections to be

(June 2020) ?

5) Can LGWM please provide a copy of the MCA scoring tool in which 'Each
scenario sub-section was then subjected to an MCA process' and 'As a
consequence of the MCA evaluation, nine further scenarios were removed,
which left 12 sub-section scenarios remaining for short list assessment'
as outlined in Section 4 of the Golden Mile Short List Report (June 2020)
?

6) Can LGWM please provide a copy of the scoring in the '“decision making
tree” as set out in Figure 12.' where 'a number of sub-section scenarios
from the Long List Report were able to be ruled out' as outlined in
Section 6 of the Golden Mile Short List Report (June 2020) ?

7) Can LGWM please provide a copy of the detailed benefit calculations
used to create 'Table 5 Net present value of short-listed corridor option
benefits / disbenefits, 40-year evaluation, 6% discount rate' on page 49
of the Golden Mile Short List Options Report ?

8) Can LGWM please provide a copy of the detailed benefit calculations
used to create 'Table 6: Pedestrian realm benefits with alternative input
assumptions ' on page 50 of the Golden Mile Short List Options Report ?

If this information is held in electronic form, it is preferred that it is
