"Paxster" electric vehicles - hazards and legislation

Dear New Zealand Post Limited,
I am requesting information relating to the "Paxster", or electric delivery vehicles, now used by NZ Post. Specifically I am looking for:
1. Number of crashes and / or injuries involving staff and / or members of the public with "Paxster" vehicles since their introduction, as well as bicycles, along with a brief summary, grouped by year (up to a maximum of the past 5 years, or less if the information is not available)
2. Any plans, or documents, used to eliminate, isolate and minimise the hazards that may pertain to the operations of such a vehicle
3. What legislation enables the referenced vehicles to be operated on footpaths?
3.a. If referring to Land Transport (Road User) Rule 2004, section 2.13(2), which mentions "moped or motorcycle[s]" as being exempt from the prohibition of driving on footpaths, please clarify the registration status of said vehicles (with particular attention to vehicle registration number JDZ12 which is registered as a "light van") as it would seem the above exemption would not apply.
3.b. If this information cannot be provided by New Zealand Post, please transfer this section of the request to the appropriate regional authority (as required).
