Hi Rich,
Thank you for your request for information concerning NZ Post's electric
Paxster vehicles. 
We currently have 430 Paxsters operating in our fleet, each with an
expected life of 6 years. 
Given that we operate in a competitive environment, we have made the
decision to withhold information concerning the purchase price and running
costs of the Paxsters on the basis that, under section 9(2)(b)(ii) of the
Official Information Act, the withholding of that information is necessary
to protect information where the making available of the information would
be likely unreasonably to prejudice the commercial position of the person
who is supplied or who is the subject of the information. 
Please be aware that you have the right to complain to the Ombudsman
concerning our decision to withhold part of the information you have
requested.

Partial means something useful was provided. Obviously 430 Paxsters and 6 years is "information" but your question appeared to ask about a cost/benefit analysis (which was apparently not done before the $M++ purchase). Such an analysis should have included acquisition costs including charging stations, electricity (fuel) and maintenance costs (tyres, lube, etc.), training costs (which, from all the accidents reported, was unsuccessful) and decommission costs - not to mention the cost of push bike disposal. Replacing the fleet of 420 (to ~550 or more) Paxsters every (estimated) 6 years would be another massive cost which needed to be accounted for. No wonder the domestic postage rate has more than doubled (not yet tripled) in 20 years.

Citing "competitive" information works for a private company but NOT for an SOE, i.e., funded by NZ citizens who have a right to know how their rates and postage fees are being spent and how the new vehicles are being maintained to support their estimated 6 year life (and decommission costs).

I would evaluate the NZ Post response as far less than 10% which is extremely, not "mostly," unresponsive to a valid and important question.

yes unfortunately in regards to transparency (which apparently we're top of the world at) we live in NZ. :)

So my 'partially successful' is relative to the above fact. Trying to change this culture is rather difficult.

Hi Rich,
Understood ... but the NZ Post CEO, David Walsh, has stated in a letter to me that delivery is at his discretion as allowed by HIS Postal User's Guide. Thus, the only way around his arrogance is to have the next government replace him ... hopefully sooner rather than later.

I actually like the idea of the Paxters, and am hoping that they're economically viable. It is certainly useful that they can maneuver onto footpaths.

But totally agree with you on transparency. As for governments we have Neo lib lite & Neo lib right. I like neither.
