Dear New Zealand Police,
I have recently received a personal dossier after a privacy act request for information held by police about myself. To better understand the information collected I am requesting:
● All documents related to the National Intelligence Application and any other
information records.
● Including the training documentation & policies that are used to educate & inform
all police employees on how use the systems.
● If not already covered in the above documents then I would also request all
documents explaining all associated codes, abbreviations, details that can be
used on an individuals personal information file or dossier.
● Documents/policy/instructions on alerts/flags attributed to an individual and
if/when they change status from current to historical and the procedure if the
individual disagrees or contests the information held is incorrect or false.
I am a New Zealand citizen residing in Auckland my entire life so I am more than entitled to request this information.

I refer to your Official Information Act 1982 (OIA) request of 10 November
2022 for the following information :
I have recently received a personal dossier after a privacy act request
for information held by police about myself. To better understand the
information collected I am requesting: All documents related to the
National Intelligence Application and any other information records.
Including the training documentation & policies that are used to educate &
inform all police employees on how use the systems. If not already covered
in the above documents then I would also request all documents explaining

Documents/policy/instructions on alerts/flags attributed to an individual
and if/when they change status from current to historical and the
procedure if the individual disagrees or contests the information held is
incorrect or false.
I have been asked to advise you that Police requires an extension of time
in which to respond to your request, pursuant to section 15A(1) of the
OIA. Specifically, section 15A(1)(a), necessitates a search through a
large quantity of information and meeting the original time limit would
unreasonably interfere with the operations of the organisation.
Police requires until 31 January 2023 to provide a substantive response to
your request. However we are endeavouring to provide this to you as soon
as possible.
You have the right, under section 28(3) of the OIA, to make a complaint to
an Ombudsman about this extension.

Dear Ministerial Services,
NZ Police released a redacted copy of the NIA Manual under the Official Information Act on 27 September 2022 (ref IR-01-22-22232). If this document has not been changed since 2017, then it does not seem justifiable for NZ Police to refuse to release it as they have already made all the relevant withholding decisions and produced a redacted version of this document in response to a previous request.

The workgroup advise the NIA Manual is currently being updated and we will have a new redacted version publicly available in the near future and will provide you a copy then, however I can't give you a date at this point.

Claiming a new redacted version is going to be available in the 'near future' is simply not good enough.
This request for information is coming up to 5 months with ZERO results!!!!
Please provide me with the current redacted copy of the NIA Manual that was disclosed under the Official Information Act on 27 September 2022 (ref IR-01-22-22232) as I am unable to find or access that information myself.
Stop wasting everyones time and just do your job.

In our original response to you the NIA manual was withheld because it is over 1400 pages and has not been updated since 2017. We have someone working on this at present, however this will take some time.

"The NIA Manual describes NIA functions and how to use the platform. The NIA Manual is some 1400 pages and has not been updated since 2017. The release of it is refused pursuant to section 18(f) of the OIA, as the information requested cannot be made available without substantial collation or research."
NZ Police released a redacted copy of the NIA Manual under the Official Information Act on 27 September 2022 (ref IR-01-22-22232). If, as NZ Police have told you, this document has not been changed since 2017, then it does not seem justifiable for NZ Police to refuse to release it to you as they have already made all the relevant withholding decisions and produced a redacted version of this document in response to a previous request.
I see NZ Police have also said they don't believe the NIA Manual would give you the information you are seeking, but if you would still like them to release a copy to you then I suggest you reply to them to remind them that they have released a copy under the OIA since it was last updated, and that its release should therefore not require substantial collation or research.
