Police have made a fundamental mistake in understanding the Official Information Act above.
They are legally required to respond to the OIA as already received. This is under the Official Information Act section 12(1AA):
"A request under subsection (1) -- (a) may be made in any form and communicated by any means"
This has also been absolutely clear by the Office of the Ombudsman: http://www.ombudsman.parliament.nz/resou... (note this guidance from the Ombudsman makes specific reference to FYI.org.nz as a valid means of making a request).
In addition, complaining that "information line staff do not have access" and referring you to a police station or national headquarters is absolutely unacceptable. The OIA makes New Zealand Police as a whole subject to OIA. If the particular part of the authority which receives the request are not able to respond to it, it is THEIR responsibility to forward it internally however is required to answer it. The internal structure of an organisation is not the requester's problem.
I urge you to follow up again with police, cite the above, and note that you will complain to the Ombudsman if they continue to refuse. (You are well within your rights to complain right now, as they are overdue and have effectively refused your request.)
As I am not the requester I cannot make a complaint to the Ombudsman myself, but I will certainly try to bring this request to their attention as it appears to be evidence of significant misunderstanding by Police of their obligations under the law.

Hi David,
The response from Police above is incorrect. You are under no obligation to log your OIA request through their form. Authorities cannot dictate this.
Your OIA request was received by Police on January 22 and they are under legal obligation to respond to it. You should reiterate that they were required by law to respond by February 20, and must do so now urgently.
Since it looks like they completely ignored the initial request, it's probably also a good idea to include a copy of it.
