David Lawson made this Official Information request to Accident Compensation Corporation

The request was refused by Accident Compensation Corporation.

From: David Lawson

Dear Accident Compensation Corporation,

I am requesting under the OIA all official information in relation to the Intricate Claims Unit that is operating at the Wellington Branch.

Please provide the full business plan, structure and objectives of this unit, together with all information that details the selection criteria for ACC claimants to be removed from their local area branch to this nationally based Intricate Claims Unit.

Please also include all official information in respect of the communication plans that the ACC claimants are subjected to.

Please also provide full details of the level of staffing and whether this is a single national branch unit or whether there are other similar units nationally and if so where they are based.

Can you please confirm whether the Intricate Claims Unit is in fact the Remote Claims Unit rebranded.

Please supply to me the full official information surrounding the reasons for the development and implementation of such a unit and how long that this uni has been operational.

Please confirm to me as to whether claimants at the Intricate Claims Unit have their communications vetted by the ACC Legal services team before any responses to an ACC claimants request for information or answers to questions are provided to the ACC claimant.

Please also provide all flow charts that provide full information as to how this unit, fits in with the balance of all other ACC Claims Management Units.

Please also provide all information that is associated with the claims management streaming that the ACC clients who are relocated to this unit are managed.

Under s16(2) of the Official Information Act, my preferred way of receiving a response is by email to the address from which ACC received the original request, not by post.

Yours faithfully,

David Lawson

Dear Government Services,

Thank you for your correspondence received in response to my OIA request dated 9 March 2016.

With the Intricate Claims Unit now apparently named the Wellington Central Branch (WCB) having been resourced with 5 staff and not having come into existence in April 2015 without a purpose, I return you to my original OIA request made through FYI.org.nz and respectfully request that as originally requested that you supply to me all official information in relation to the Intricate Claims Unit, for which you have advised is now referred to as the Wellington Central Branch (WCB).

To date you have not supplied me with copies of all the official information in existence with regard to the Intricate Claims Unit/WCB. Since you have not satisfied my original request as follows;

"I am requesting under the OIA all official information in relation to the Intricate Claims Unit that is operating at the Wellington Branch"

Having made a natural allowance for the apparent change in name to the Wellington Central Branch (WCB) I respectfully request that the information that I requested under OIA on 9 March 2016 is supplied to me under urgency within the week.

Yours sincerely,

David Lawson

Dear Government Services,

Thank you for your response which did not satisfy my original or secondary request for the supply of Official Information in relation to the Intricate Claims Unit.

Please supply to me under the Official Information Act 1982, copies of all communications distributed to local branches from the branch unit/individual/s/business unit/entity within ACC, or externally as may have been the case, that arranged the formation of, and the announcement to Branch Managers through out the country, about the formation of the Intricate Claims Unit, be it via email, ACC's intranet "The Sauce", or any other sauce.

Please ensure that these communications cover all circumstances/senario's under which local branch managers and staff were advised of why and how an acc claimant would be transferred to this unit, as would have been advised to all local branch managers at a local level.

Please also supply to me a dated copy of the original official information that was circulated within ACC to local branches and local branch managers that advised that the Intricate Claims Unit's title had been changed to the Wellington Central Branch.

Please also provide all any and all Official Information about either the Intricate Claims Unit/Wellington Central Branch, which relates to ACC's policy of using this unit in an attempt to mitigate ACC's staff's breaches of the ACC Act and the Code of Claimant Rights.

Please provide all Official Information about the Intricate Claims Unit /Wellington Central Branch, that allows claims management staff within this unit to extend the time limit from 21 working days considered acceptable by the Crown's service agreement with ACC for the notification of decisions of non complex covers on claims based cover decisions through to 4 months.

Please provide all Official Information in terms of restrictions on claims management services provided to ACC claimants, brought on by the application of a client to apply to have an acc decision reviewed.

Please provide to me under the Official Information Act all Official Information associated with the Claims Management Network, and all the Specialist Service Units that form and are attached to the Claims Management Network.

Please provide all official information that is associated with a case managers requirement to acknowledge email contact from an acc claimant, and how long a claims manager can take to reply to an email requesting a cover decision for the addition of class of injury codes for non complex claims never lodged previously. Is it ACC policy to acknowledge an email and advise when the information is likely to be provided.

Yours sincerely,

David Lawson

Dear Government Services,

I refer to my amended FYI request dated 18 April 2016 https://www.fyi.org.nz/request/3731-intr..., and note that to date I have neither received confirmation from ACC that ACC Government Services have acknowledged my request, and so I have not been advised as to when my FYI request of 18 April 2016 will be responded to in full, nor have I been provided with the specific Official Information that is requested within my amended referred request of 18 April 2016.

It would be greatly appreciated if you could confirm when Government Services will respond in full with the refined and specific Official Information that I have requested on 18 April 2016.

Yours sincerely,

David Lawson
