I refer to your request for information dated 11 February 2026, which was received by Greater
Wellington Regional Council (Greater Wellington) on 11 February 2026. You have requested the
following:
“Please provide the human rights assessment that was done regarding:
a) Providing free public transport to any Gold card holder/s
b) Ability for the gold card holders to not be tracked e.g. snapper
In addition please provide;
a) Statistics over gold card users who used public transport in FY25 or relevant period
b) Alternatively lost revenue projections due to Gold card
c) Lobbying done by the minister/s to provide the free transport to gold card holders”
Your request has been assessed under the Local Government Official Information and Meetings
Act 1987 (the Act).
Some of the information requested is not held by Greater Wellington but is believed by Greater
Wellington to be more closely connected with the functions of the Ministry of Social
Development. Greater Wellington is transferring this part of your request to the Ministry of
Social Development pursuant to section 12 of the Act.
Further correspondence will therefore come to you directly from the Ministry of Social
Development. In this regard the 20 working day time limit for providing you with a substantive

response to this request will begin from the day after the Ministry of Social Development
receives this transfer.
Greater Wellington will respond to the remaining parts of your request within the timeframe
specified in the Act.
If you have any concerns with the decision(s) referred to in this letter, you have the right to
request an investigation and review by the Ombudsman under section 27(3) of the Local
Government Official Information and Meetings Act 1987.
