I refer to your request for information dated 11 February 2026, which was received by Greater
Wellington Regional Council (Greater Wellington) on 11 February 2026. You have requested the
following:
“Please provide the human rights assessment that was done regarding:
a) Providing free public transport to any Gold card holder/s
b) Ability for the gold card holders to not be tracked e.g. snapper
In addition please provide;
a) Statistics over gold card users who used public transport in FY25 or relevant period
b) Alternatively lost revenue projections due to Gold card
c) Lobbying done by the minister/s to provide the free transport to gold card holders”

Your request has been assessed under the Local Government Official Information and Meetings
Act 1987 (the Act).
We have numbered each of the parts of your request for ease of reference. The following was

The human rights assessment that was done regarding:
1. Ability for the gold card holders to not be tracked e.g. snapper
No human rights assessment was done by Greater Wellington on the SuperGold card
concession, including in relation to the ability for the gold card holders to not be tracked.
The SuperGold concession and the rules surrounding it are mandated by central government
and we comply with their requirements.
Therefore, we are refusing this part of your request under section 17(g) of the Act on the grounds
that the information requested is not held by the local authority and the person dealing with the
request has no grounds for believing that the information is either -
(i) Held by another local authority or a department or Minister of the Crown or organisation;
or
(ii) Connected more closely with the functions of another local authority, or a department
or Minister of the Crown or organisation

Please find SuperGold patronage by mode, and month from July 2024 to January 2026

Attachment 1. Please note, Greater Wellington does not have any automated
tracking of SuperGold patronage, as passengers are not required to tag on or off our services,
therefore there are likely to be inaccuracies.
On bus services, drivers are required to check SuperGold passes when a service user boards
and then select the relevant button on the Bus Driver Console each time. Rail staff are also
required to check passes manually and keep a count of SuperGold service users per service
that they are on, which is then reported to Greater Wellington.

Alternatively lost revenue projections due to Gold card
This concession is funded by central government, so no revenue is lost by Greater Wellington
through providing this concession.

Therefore, we are refusing this part of your request under section 17(g) of the Act, on the
grounds that the information requested is not held by the local authority and the person dealing
with the request has no grounds for believing that the information is either -
(i) Held by another local authority or a department or Minister of the Crown or organisation;
or
(ii) Connected more closely with the functions of another local authority, or a department
or Minister of the Crown or organisation
4. Lobbying done by the minister/s to provide the free public transport to gold card
holders
Greater Wellington has no grounds for believing any lobbying was done by Ministers to provide
free public transport to gold card holders. Therefore, we are refusing this part of your request
under section 17(g) of the Act, on the grounds that the information requested is not held by the
local authority and the person dealing with the request has no grounds for believing that the
information is either -
(i) Held by another local authority or a department or Minister of the Crown or organisation;
or
(ii) Connected more closely with the functions of another local authority, or a department
or Minister of the Crown or organisation.
If you have any concerns with the decision(s) referred to in this letter, you have the right to
request an investigation and review by the Ombudsman under section 27(3) of the Act.
