Dear Kāinga Ora–Homes and Communities,

I refer to your previous response dated 12 May 2025 and would like an update please on the following questions as at the time management of the KiwiBuild programme was transferred to HUD:

1. How many homes did the Crown purchase between 1 July 2024 and 30 June 2025 as a result of KiwiBuild underwrites being used by developers?
2. What was the cost to the Crown of purchasing those homes?
3. How many homes of those homes were on-sold before the transfer of responsibility to HUD?
4. What was the cost to the Crown in owning those homes (I refer to ongoing costs once the homes had been purchased)?
5. Noting that Bayleys were undertaking a marketing campaign to sell those homes, how many were sold through that campaign?
6. I request all advice from Bayleys received by Kainga Ora in relation to the marketing campaign to sell the homes.
7. I request a summary of any offers that were received for the sale of those homes - noting I do not require the bidders to be identified.
8. How many FTE staff were employed by Kainga Ora working with specific responsibility on the KiwiBuild programme up until 30 June 2025 and how many of those staff were made redundant in the recent restructure?
9. What was the cost of any redundancy paid to those staff, if any, as outlined in 8. above?

I await your response within 20 working days of the receipt of this
request. If any part of my request is unclear, or if the information is
held by another department or agency, I would appreciate your assistance
in directing this request to the appropriate party.

We have transferred questions 1, 2, 3, 4, 5, and 7 of your request to the
Ministry of Housing and Urban Development (HUD), because the information
is more closely connected with the functions of this agency. In these
circumstances, we are required by section 14 of the OIA to transfer your

Dear Ministerial Services,

Thank you for your reply.

Could you please provide justification for your transfer of questions 1, 2, 3, 4, 5 & 7 to HUD as, from previous OIA responses and also announcements made by Minister Bishop, the responsibility for managing the KiwiBuild programme still lay with Kainga Ora for the period of time my request relates to (1 July 2024 - 30 June 2025) and section 14 would not apply?

Therefore the questions should still be the responsibility of Kainga Ora to address.

I cannot see how HUD can answer those questions when they were not responsible for managing the Kiwibuild programme in the period 1 July 2024 - 30 June 2025.

I would not be satisfied if my questions were not addressed because HUD did not hold that information given Kainga Ora should hold it.
