Dear L Wells

I am writing in response to your request, dated 13 October 2015 , for
information relating to car break-ins or damage reported for vehicles
parked in Salamanca Road or Kelburn Park and crimes reported in Kelburn
Park for the period 2011-2015, made under the Official Information Act
(OIA) 1982.

Police historically produces statistics based on Police operational
boundaries not by specific street location or area. However, we have
recently developed the capability to aggregate data based on meshblock
units.

Kindly provide us the meshblock numbers for the areas you are interested
in and we will endeavour to provide you the information you require. If
you have any questions please let me know

We look forward to hearing from you soon.

Regards

Dear New Zealand Police,

The Police must be able to locate the relevant mesh block(s) in order to respond to my OIA request if this is the way they manage their data. I've tried online and have been unsuccessful in locating this information. Please let me know if you can respond to my request using the relevant mesh block(s).

Yours faithfully,

Dear L Wells,

Thank you for your reply. Meshblock data are either available from the
Statistics New Zealand or or the city council. Our meshblock information
does not map to any street names or common place location, thus the need
to specify the meshblock numbers where you need information for.

I trust this helps. Should you have any problems please dont hesitate to
give me a call.

Dear L Wells

I refer to your request for the following information:

·         the total number of break-ins or damage reported for vehicles
parked in Salamanca Road, Kelburn, Wellington, or at the Kelburn Park car
park over the period 2011-2015.

I would also like any other information held about crimes reported in
Kelburn Park for the same period.

I would like this information broken down by year.

I have been asked to advise you that Police requires an extension of time
in which to respond to your request, pursuant to section 15A(1) of the
Official Information Act 1982, because the request necessitates a search
through a large quantity of information and consultations such that a
proper response to the request cannot reasonably be made within the
original time limit.

Police require until 30 November 2015 to provide a substantive response to
your request.

You have the right to complain to the Office of the Ombudsmen about this
extension.

Yours sincerely

Dear MCMAHON, Teresa,

That's really disappointing. I thought that giving you the mesh block information made it easy to do your online search, and if it didn't, the Police would surely have known some time ago that my request would take longer.

Is part of the information requested available at this time?

I was hoping to have the information for a meeting this week, but suppose I will just have to wait until 30 November.

If you think the 30 November date cannot be met I'd appreciate knowing this now, so I can make a complaint.

Yours sincerely,

L Wells

Dear L Wells

I apologise for the delay in responding to your follow up request, dated
14 October 2015 , for information relating to car break-ins or damage
reported for vehicles and crimes reported within specified meshblocks you
have supplied in Kelburn, Wellington for the years 2011-2015, made under
the Official Information Act (OIA) 1982.

Attached are tables showing the numbers of recorded offences for the
meshblocks specified in your request for the years ending 31 December 2011
to 2014 for the following offences:

·          Theft of motor vehicle parts or contents

·          Property damage

·          Public order offences

To protect individual privacy and in line with Statistics New Zealand
guidelines on Official Statistics, we have excluded offences where the
scene descriptions were "dwellings". Also, for Property Damage offences,
Police statistics does not distinguish the type of property (i.e motor
vehicles, houses) involved in the offence.

Please note that Official Statistics for recorded offences and
apprehensions were phased out after the 2014 calendar year. They were last
published for the year ending 31 December 2014 on 1 April 2015 . For that
reason Official Statistics for 2015 are not available.

However, Police has released new Official Statistics on non-residential
victimisations by meshblocks ( [1]www.stats.govt.nz). For the period from
January to September 2015, below is a table showing the number of
victimisations for theft of motor vehicle parts or contents for the
specified meshblocks. We are working with Statistics New Zealand to
provide offender proceeding statistics at a similar level.

+--------------------------------+
| Meshblock | Victimisations |
|--------------+-----------------|
| 2124900 | 14 |
|--------------+-----------------|
| 2126800 | 2 |
|--------------+-----------------|
| 2153300 | 4 |
|--------------+-----------------|
| 2153400 | 4 |
|--------------+-----------------|
| 2154200 | 6 |
|--------------+-----------------|
| 2155300 | 1 |
|--------------+-----------------|
| Total | 31 |
+--------------------------------+

Although for the reasons above only some of the information you have
sought has been provided, I trust my response is still helpful.

As you may already be aware, you have the right under section 28(3) of the
OIA to seek a review of my handling of your request by the Office of the
Ombudsmen.

Regards

Dear L Wells,

Thank you for your email. Sorry for not advising that a meshblock not
showing on the table indicates that no offences were recorded for that
particular meshblock over the period.

I trust this clarifies your question.
