Dear Wellington City Council,

I was disappointed to hear that the council has decided on a new travel card alternative based on the Auckland HOP card system.

I'd like to make an OIA request for the following information, please:

-The rationale behind choosing the Auckland HOP developer, Thales
-The business case for moving away from Wellington-based Snapper
-The specific costings for getting an entirely new system built vs extending the Snapper system
-Documentation pertaining to what improvements the new system will offer over the existing Snapper solution

Hi Owen,

1. I believe the authority responsible for public transport including ticketing systems is the Wellington Regional Council, not the Wellington City Council. If WCC don't transfer your request you should send a new one to WRC.

2. Do you have any evidence that such a decision has actually been made by WRC? If so, it would be helpful to refer to it in your request. That would seem to be big news if true. All I'm aware of is the opinion column written by WCC councillor Nicola Young that WRC "want to adopt Auckland's integrated HOP card" - which probably means it's something still being considered (and I'd hope would go to consultation - worth asking if they intend to).

It's not clear where Nicola Young's information came from (e.g. discussion with WRC councillors or staff, or WRC documents she is privy to). A request to WCC for any discussions they've had with WRC on the matter might be illuminating.
