Dear Wellington City Council,

We would like to receive a list of the number of complaints and accusatory correspondence made by Naomi Steenkamp (260 Southernthread Road) and Pam Olver (320 Hawkins Hill Road) per quarter over the past 5 years to better understand the ongoing amount of time and expense that has had to be spent by Council processing and/or following up vindictive, frivolous and vexatious complaints about any of their victimized neighbors in the Long Gully/Southernthread Road/Hawkins Hill Road Brooklyn community.

If the text of the complaints and accusations can be included with personal identifiers removed, please include.

Dear BUS: Assurance,

Thank you for your response. We appreciate the time required to review the implications of the request.

We disagree with your conclusion to deny this request on the basis of protecting personal information of the complainants.

The request was made for aggregated data, such that the results are associated to a group, and cannot be directly attributed to an individual, and therefore cannot be defined as personal data.
Furthermore, the request asked for personal information be removed as needed to comply with the request.

I also note that by the logic WCC is applying as the basis of refusal, no request for complaints against oneself can be successfully requested, as WCC is currently proposing that a complaint in and of itself, even without releasing the content of the complaint, is a release of personal information of the submitter in that the number is not zero. This line of reasoning would be challenged.

Please review your decision and release the non-personal group information requested.

Alternatively, to expediate our ability to retrieve usable and insightful information on the matter -- and to save your team from having to deal with multiple future requests as we peck and hunt for a way through to obtaining it -- please provide guidance on how to formulate the request for the information we require.
