I forwarded your email to our SME and they've requested for further
information. Please see below. 
 
Does R Jones want the costs from now or from when the project was first
conceived? Or do they want the costs that are occurring on Day 1? Does R
Jones want these costs:

o Building new CRL stations including the Britomart Station upgrade
o Building the CRL tunnel
o New trains
o New staff
o Staff training
o Wayfinding
o Staff costs for planning for Day 1
o Marketing to promote the new train services
o Customer information i.e. developing new timetables and the costs to
print them.

 And possibly these associated projects:

o Adjustments to bus routes. Planning them and any associated increase
or decrease in operating them.
o Other station upgrades
o Level crossing removals
o Improvements to streetscapes around the stations
o New bus stops at stations.

I don’t know if these are all the costs. There are a lot of costs
associated with CRL that may or may not be considered “Day 1”costs.

o Adjustments to bus routes. Planning them and any associated increase
or decrease in operating them.

o Level crossing removals
o Improvements to streetscapes around the stations
o New bus stops at stations.

For example, the term “Day 1” was used in an AT presentation to Auckland Council’s Transport & Infrastructure Committee on the 1st December 2022. In this presentation there was an expected level of service, for example 16 trains per hour in each direction through Britomart in the peak. If the expected level of service has changed since this presentation please state this in the answer.

The costs will be those already incurred (e.g. the cost of the tunnel that Auckland Council built from the western end of Britomart station), from now or expected future costs. The request is not for out of date costings on items where a revised or updated cost is provided. Almost all of the costs listed in your message to me of the 22/5/23 are likely to be “Day 1” costs.

From perusing publicly available documents I found the following costs that are likely to be “Day 1:
• The costs of the tunnels and everything that goes with them so a “Day 1” rail service can be operated.
• The costs of the new stations and any changes to existing stations. This includes everything that is needed in a station so a “Day 1” rail service can be operated, including pedestrian & other accesses to the stations.
• Centralised station management & control systems.
• IT systems
• Electronic train control/protection & signalling
• Integrated Rail Control Centre
• Testing & training
• Extra Electric units for the “Day 1” service. Stabling for these units.
• Level crossing removal.
• Electric power supply, extra overhead lines & their support structures, etc. I saw mention of a western power feed so this is likely included.

The LGOIMA requires that we let you know our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it won’t be possible to meet that time limit and we are
therefore letting you know of an extension, under section 14(1)(a) of the
LGOIMA, of the time to make our decision, to 9 June 2023. 

This extension is necessary because the request is for a large quantity of
information, therefore, a proper response cannot reasonably be made within
the original time limit.

You are able to seek an investigation and review by the Ombudsman of this

to as "day 1" is very subjective. For example, day 1 could refer to a
project that hasn't started yet, so we wouldn't be able to give you that
information. 
 
Can you please refine your request further, is there something more
specific that you are seeking? If you are unable to refine your request we
are inclined to refuse your request under section 17(f) of the LGOIMA due
to substantial collation.  
 
 
As we are still unable to provide you with a decision by 9 June 2023 we

should've been clearer in my email. 
 
Your request in the email below is still considered a substantial amount
of information, it involves more than 10-12 projects and what is referred
to as "day 1" is very subjective. For example, day 1 could refer to a
project that hasn't started yet, so we wouldn't be able to give you that
information. 
 
Can you please refine your request further, is there something more
specific that you are seeking? If you are unable to refine your request we
are inclined to refuse your request under section 17(f) of the LGOIMA due
to substantial collation.  
 
 
As we are still unable to provide you with a decision by 9 June 2023 we
are letting you know of an extension of the time to make our decision, to
27 June 2023. This extension is necessary because consultations with you
is necessary to make a decision on your request.

The costs requested are the costs of everything that is required in order to be able to operate the train services that AT want to operate on “Day 1”. For example, the term “Day 1” was used in an AT presentation to Auckland Council’s Transport & Infrastructure Committee on the 1st December 2022. In this presentation there was an expected level of service, for example 16 trains per hour in each direction through Britomart in the peak. If the expected level of service has changed since this presentation please state this in the answer.

The costs will be those already incurred (e.g. the cost of the tunnel that Auckland Council built from the western end of Britomart station), from now or expected future costs. The request is not for out of date costings on items where a revised or updated cost is provided. Almost all of the costs listed in your message to me of the 22/5/23 are likely to be “Day 1” costs.

From perusing publicly available documents I found the following costs that are likely to be “Day 1:
• The costs of the tunnels and everything that goes with them so a “Day 1” rail service can be operated.
• The costs of the new stations and any changes to existing stations. This includes everything that is needed in a station so a “Day 1” rail service can be operated, including pedestrian & other accesses to the stations.
• Centralised station management & control systems.
• IT systems
• Electronic train control/protection & signalling
• Integrated Rail Control Centre
• Testing & training
• Extra Electric units for the “Day 1” service. Stabling for these units.
• Level crossing removal.
• Electric power supply, extra overhead lines & their support structures, etc. I saw mention of a western power feed so this is likely included.
• Rail Network Rebuild
• The Wiri to Quay Park upgrade
I suspect this list is not exhaustive as maybe some items have yet to be publicly announced? Therefore my request is not limited to these items.

information. Please see below. 
 
Does R Jones want the costs from now or from when the project was first
conceived? Or do they want the costs that are occurring on Day 1? Does R
Jones want these costs:

o Building new CRL stations including the Britomart Station upgrade
o Building the CRL tunnel
o New trains
o New staff
o Staff training
o Wayfinding
o Staff costs for planning for Day 1
o Marketing to promote the new train services
o Customer information i.e. developing new timetables and the costs to
print them.

 And possibly these associated projects:

o Adjustments to bus routes. Planning them and any associated increase
or decrease in operating them.
o Other station upgrades
o Level crossing removals
o Improvements to streetscapes around the stations

I don’t know if these are all the costs. There are a lot of costs
associated with CRL that may or may not be considered “Day 1”costs.

My request was asking what costs AT consider to be “Day 1”. I accept your point that some projects may not have started yet, but I’d assume by this stage AT would know what they are and have an idea of cost.

However as you’ve asked me to refine my request I will do so. Here is the list of items I’m requesting costs on:

is still asking for a large volume of information. therefore we are
extending our decision under section 14(1)(a) of the LGOIMA to 7 July
2023.  . We are still working through a large amount of information and
meeting the original time would unreasonably interfere with the operations

Both agencies will respond to you directly with the information.

Does their jurisdiction extend to areas outside the tunnel they're building? My question relates to the whole of the Auckland suburban rail network from Swanson in the west to Pukekohe in the south.

Please see response below from our Public Transport Development team. 

Thank you for your response and the information provided. I note that
there has been no response on the costs of the new stations and any
changes to existing stations that are not part of the cost that City Rail
Link Limited has announced for their part of the project. Can I please
have a response on this question?

The new stations (Mangawhau (Mt Eden), Karang-a-hape and Te ai Horotiu (Aotea) are being delivered by City Rail Link Ltd (CRLL). This query should be transferred to them. The same applies for the necessary modifications to Britomart Station to enable it to function as a through station.

In terms of modifications to existing stations that are not part of the CRL, a third platform and supporting infrastructure has been constructed at Otahuhu. Funding has been approved for a third platform at Henderson, which is currently in the design phase. Despite not being part of the CRL, these works are funded through CRLL as they are required to enable Day 1 operations. This query should therefore be transferred to CRLL as well.

The Third Main (Wiri to Quay Park) project is being delivered by Kiwirail but is required to enable the CRL Day 1 timetable. This includes the third platform face at Middlemore Station, also delivered by Kiwirail. This part of the query should be directed to Kiwirail.

The Drury Stations Project is not part of the CRL Day 1 scope.

Can you please confirm that the 23 EMUs mentioned in the letter are the only ones that are going to be ordered and/or funded before CRL opens?

The current funded order is for 23.  We have an option to procure up to 5 more under the existing contract.  There is no funding or approvals in place for this option to be exercised at present.   Auckland Transport continues to monitor demand post COVID.  If demand growth indicates more units might be required around the time of CRL opening, then a business case process would be followed to seek approval to procure more.

The Auckland Rail Programme Business Case currently in development will
help to inform future fleet requirements and timing.
 
We are not aware of any specific investment in addition to that covered by
CRL and other projects, for example:

* Southern Stations – KiwiRail NZUP project
* Henderson – included in CRL costs
* Middlemore – affected by the Wiri to Quay Park (3^rd Main) project and
included in that cost covered by KiwiRail
* Pedestrian crossings – covered by the Ped LX removal project.
* Wayfinding updates – Covered under existing CRL budgets.

Regarding Power Feed. 
No, the western power feed is not within CRLL’s scope.  It is being
delivered by KiwiRail under the Rail Network Investment Programme.  If you
are seeking a cost estimate for this then AT does not hold this
information and believes this is held by KiwiRail.

In general, CRLL are delivering all modifications to the wider network to enable the CRL timetable. This includes works at Newmarket Junction, The Strand, Otahuhu and Henderson. There are however some exceptions to this, with works being delivered independent of CRLL. The Western Power Feed is an example – being delivered by Kiwirail through the Rail Network Investment Programme.
