City Rail Link Ltd (CRL Ltd) – Official Information Act request
We refer to your Official Information Act 1982 (“
OIA”) request that was transferred to CRL Ltd on
28 June 2023. The portion of your request that was transferred to CRL Ltd is as follows:
“The costs of the new stations and any changes to existing stations that are not part of the
cost that City Rail Link Limited has announced for their part of the project. This includes
everything that is needed in a station so a “Day 1” rail service can be operated, including
pedestrian & other accesses to the stations.

Centralised station management & control systems.
•
IT systems
•
Electronic train control/protection & signalling
•
Electric power supply, extra overhead lines & their support structures, etc. I saw mention of a
western power feed so this is included.”
Response
CRL Ltd was established in 2017 by the project’s Sponsors – Auckland Council and the Crown – to
deliver the City Rail Link (“
CRL”).
CRL Ltd is scoped and funded to deliver the CRL which includes supporting rail systems and
information and communications technology, two new stations, two redeveloped stations as well
as some wider network enhancements at the Strand, Ōtāhuhu and Newmarket.

When CRL Ltd achieves Practical Completion (currently expected in Nov 2025) the CRL will be
handed over to Auckland Transport and KiwiRail who will operate and maintain it.
In terms of your request, there are some elements you have identified that do fall within CRL Ltd’s
scope in some way, including:
• The procurement of the centralised station management and control system – with the
support of Auckland Transport.
• The procurement of the electronic train control/protection and signalling – although a small
portion of this will be procured by KiwiRail.
• Delivering the overhead lines and modifications to the track within the project’s
designation.
Everything that CRL Ltd is required to deliver (including as set out above) is included in its $5.493bn
funding envelope.
IT systems, wider improvements to the network beyond the designation, and the western power
feed are not within CRL Ltd’s scope. Costs regarding elements outside of CRL Ltd’s scope will need
to be responded to by Auckland Transport and/or KiwiRail.
