Digital NZTD work planned or completed to June 2023 & beyond

Al made this Official Information request to New Zealand Customs Service

The request was successful.

From: Al

Hi everyone,

I'd like to understand the work to date - June 2023 and beyond on the digital NZTD project
as well as what is planned after June 2023 including the legislation it sits under.

A previous OIA request included a planning document however the work to June 2023 was entirely redacted:
https://www.customs.govt.nz/globalassets...

Further proactive releases available on the Customs website, detail a lot of work on Covid and the NZTD, but I'm really interested in what the project has been doing since August 2022 and what is now planned post June 2023.

I'd like to request the following.

Any documents or communications:
- that show work that was due to be, or done by, June 2023 on the implementation of the digital traveller declaration - what has been worked on, and what is the status of that work?

- any user experience or surveys or consumer research that was done (and their outputs for instance if a survey was commissioned, or a workshop ran I'd like to provided with knowing what happened as well as any outputs) as part of the implementation project to date

- any business case or similar documentation that explains the work to deliver the digital NZTD and what is planned and funded for post June 2023 and ideally this contains estimated costs on work to date and post June 2023 on the project implementation and ongoing maintenance or usage of the digital NZTD

If it's not included in the above - I'd like to know if and what any legislative changes are needed as I note the Covid version of the NZTD was under the Covid framework.

Thank you for your help to understand this,
Al

Hallo Tyson,

Thank you for your response. I've been through the documents you sent me the links too - but I did get quite puzzled as they do not relate to my request.

The last available information is from August 2022 (ignoring the Cabinet documents which are not relevant to my request) as you acknowledge and my request was to find out what happened since then and the status of the work.

Here is my 1st request:
"...that show work that was due to be, or done by, June 2023 on the implementation of the digital traveller declaration - what has been worked on, and what is the status of that work?"

I can reword that to:
Are there any documents since August 2022 that show the planned project deliverables and what was and hasn't been delivered to date?

Here is my 2nd request:
"...any user experience or surveys or consumer research that was done (and their outputs for instance if a survey was commissioned, or a workshop ran I'd like to provided with knowing what happened as well as any outputs) as part of the implementation project to date"

I think the scope of this is quite clear but I can refine to be 'since August 2022' what user experience or consumer research has been done, and can I please be provided any summaries of it that exist, or reports that resulted from that research.

Here is my 3rd request
"...any business case or similar documentation that explains the work to deliver the digital NZTD and what is planned and funded for post June 2023 and ideally this contains estimated costs on work to date and post June 2023 on the project implementation and ongoing maintenance or usage of the digital NZTD"

I can only explain this further to help support you to narrow the scope as I think it's time boxed as is - I would assume planning has been done for ongoing work.
Is there any documents that show the upcoming plan or rollout after June 2023? Is there a business case for this work (which would show it too)? Is there any project reports that show the work planned to deliver the NZTD?

Taking this together with my 1st request shows the work done or not done to date (since August 2022) alongside the future plans post June 2023.

I hope this helps you Tyson,

Al

Kia ora Al,

Thank you for your response below clarifying the scope of your Official Information Act request to narrow your original request received on 1 May 2023. You have advised Customs you would like to request the following under the Official Information Act:

- Are there any documents since August 2022 that show the planned project deliverables and what was and hasn't been delivered to date?

- Any user experience or surveys or consumer research that was done (and their outputs for instance if a survey was commissioned, or a workshop ran I'd like to provided with knowing what happened as well as any outputs) as part of the implementation project to date"

- I think the scope of this is quite clear but I can refine to be 'since August 2022' what user experience or consumer research has been done, and can I please be provided any summaries of it that exist, or reports that resulted from that research.

- Any business case or similar documentation that explains the work to deliver the digital NZTD and what is planned and funded for post June 2023 and ideally this contains estimated costs on work to date and post June 2023 on the project implementation and ongoing maintenance or usage of the digital NZTD"

- I can only explain this further to help support you to narrow the scope as I think it's time boxed as is - I would assume planning has been done for ongoing work.
Is there any documents that show the upcoming plan or rollout after June 2023? Is there a business case for this work (which would show it too)? Is there any project reports that show the work planned to deliver the NZTD?

Customs will progress your request.

Please note that any in relation to any amended or clarified requests, Section 15(1AA) and (1AB) of the OIA deal with ‘amended or clarified requests’. Where an amendment or clarification was sought by an agency within seven working days after receiving the original request, the amended or clarified request can be treated as a new request which replaces the original one. This voids the agency’s obligation to respond to the original request, and re-starts the statutory time limit for responding to the new one.
