Atmospheric Geoengineering + Historic rainfall/cloud coverage
Jonty Piers made this Official Information request to National Institute of Water and Atmospheric Research Limited

1) Can you please provide historic Aotearoa New Zealand rainfall levels. The data re https://niwa.co.nz/education-and-trainin... only goes so far upto 2010. This data is more than a decade old. Please provide Mean monthly rainfall (mm) from 01 January 2010 to 27 February 2023.
2) Can you please provide historic Aotearoa New Zealand okta levels i.e. the unit of measurement used to describe the amount of cloud cover at any given location such as a weather station. Can these please be provided in mean montly amounts from the beginning of when data was received to 27 February 2023.
I refer to a publicly available 2011 slideshow 'A quick fix with a silver lining' - Atmospheric Geoienginerring retrieved today: https://www.royalsociety.org.nz/assets/d.... It mentions NIWA as a linked organisation on the slides.
I have seen lots of "questionable accusations" about the recent (and almost coinciding) Tāmaki Makaurau Auckland Floods, Cyclone Gabrielle and Waihi Beach Tornado, and just want to know if there is any association between 'Atmospheric Solar Radiation Management listed on slide 12 of the aforementioned slideshow: Stratospheric sultur aerosols, reflective aerosols/dust, cloud methods such as cloud ehitening, cloud seeding, ocean sulfur cycle enchancement, reflective balloons, low stratospheric soot and air capture (CDR).
This is relevant because there is constant debate about climate change and aggressive policies that might be required to combat it without transparent and legitimate public consultation. The common debate is that one believes climate change is a natural process and another believes it is man made. If it is man made, is there any proof man-made projects such as cloud-seeding contribute to floods or increased weather events like cyclones rather than the well-known cause being carbon dioxide in the atmosphere warming up the planet.
=============================================================
One google search of "cloud-seeding' will provide you with results such as the following:
-"Rainmaking experiments boom amid worsening drought......[Its a new spin on decades-old practice known as "cloud seeding", or efforts to boost precipitation by spraying special particles into the air"
-"Cloud-seeding to be used to control fires in Thailand....[The Royal Rain-making and Agricultural Avaiation Department is expected to be cloud-seeding from this Saturday]
-"1st cloud seeding site in Front Range launches in Boulder country"
_"Airplane starts cloud seeding operation in Boyolali, Indonesia [People watch as an airplane flies during an operation of cloud seeding in Boyolali, Central Java, Indonesia"
-"Geoengineering for Climate Change Is Big, Ambitious [A Chinese worker fires rockets for cloud seeding in Huangp]"
-"$7.69 Bn Global Cloud Seeding Market Size Expected to Grow"
-"How states across the West are using cloud seeding to make it rain...[When done aerially, cloud seeding involves loading up a plane with silver iodide. Flares are placed on the wings and fuselage.]"
-"Making it rain: Cloud seeding to combat drought"
-"Dodging silver bullets: how cloud seeding could go wrong...[Cloud seeding is perhaps the ultimate silver bullet, in which literal silver in the form of silver iodide is infused into clouds]
-"Dubai artificially creating rainstorms with drones and electricity...[Dubai is making it rain in a sweltering desert by zapping clouds with electricity using drones.
A similar process has actually been going on for decades by using aircraft, cannons, and now drones to push silver iodide up into the atmosphere to heat clouds and make them rain-producing]"
Then at the same time the same google search provides you with the following search results:
"The Whole Truth: No, cloud seeding isn’t causing all this awful weather...[The claims were seen on several Telegram groups and Facebook pages...The notion that the weather is artificially controlled by state actors has a long history in conspiracy theory movements. It is often linked to theories about “chemtrails”, in which chemicals are supposedly sprayed in the atmosphere to make people sick or to control the weather, a claim that has been widely debunked.]
"Fact check: Fact check: False claim geoengineering is behind climate change....[Scientists say there is no evidence to support either of these claims. Geoengineering technologies are still being developed, and no large-scale experiments or operations have been conducted].
"Australia floods: Unfounded cloud seeding claims spread online...[Experts say no single factor can explain this extreme weather, pointing instead to warmer oceans and saturated soils as contributing factors...But conspiracy theorists aren't buying it. On social media, they blame the extreme rainfall on "cloud seeding" and "weather manipulation". There is no evidence to back up such theories, but this hasn't prevented falsehoods from reaching thousands of people online.]
From the above examples I have shown you I have taken no side to either argument (merely by providing less examples for the latter viewpoint does not mean I support or deny). My problem is that we are getting mixed messages from media who are supposed to be the impartial, honest and truthful Fourth Estate. I personally don't know but it is true the oceans have become warmer and climate change is likely to be the cause.
The examples I provided above are from legitimate websites, some mainstream and some less well known. You can see the confusion one must hold when reading completly contradictory information pushed on us in an online age with no news from you guys. On one hand cloud seeding has been occuring globally for decades making rain to help irrigate crops, and on the other to bring up cloud seeding and associate it with unprecedented weather events is a tin-foil hat conspiracy theory.
Can you please clarify this information please?
============================================
As a fair and honest kiwi I don't want to go down the 'conspiracy theorist' rabbit hole and I am no scientist and do not want to make or share scientific conclusions with no objectivity, legitmacy, and validity. I am just curious if any of the atmospheric geoenginerring is happening here in Aotearoa, as there is a 'off' feeling about recent weather that has been odd for a kiwi summer period. Aroha mai as I may be entirely wrong and I reiterate I am no scientist and greatly appreciate the mahi you guys do to keep us all safe.

Kia ora Jonty,
Thank you for your request.
You can access rainfall data for New Zealand from the National Climate Database at https://cliflo.niwa.co.nz/. Okta data are available up until the early 2000s. Cloud layer and amount information are available from a number of locations, but not total cloud amount. All new user information is under the ‘Help’ section.
The Intergovernmental Panel on Climate Change provides regular assessments of the scientific basis of climate change, its impacts and future risks, and options for adaptation and mitigation. You can find comprehensive assessment reports on their website here: https://www.ipcc.ch/reports/
We are not aware of any organisations in New Zealand involved in geoengineering.
Please note, under section 28(3) of the Act, you have the right to seek an investigation and review by the Ombudsman of this decision.

Dear Enquiries,
Thank you for you email.
1. "You can access rainfall data for New Zealand from the National Climate Database at https://cliflo.niwa.co.nz/. Okta data are available up until the early 2000s. There is no information on rainfall post 2010 on that link. Please answer where to find this. Also, why were okta levels being measured stopped after the early 2000s?
2. "We are not aware of any organisations in New Zealand involved in geoengineering". What does this comment mean. Does it mean NIWA is not aware of any organisations based in New Zealand involved in geoenginerring but organisations outside of New Zealand involved. That was not my question.
My question is this.
Is NIWA aware of any individual, legal entity, organization, company, society, charity or group from New Zealand OR any individual, legal entity, organization, company, society, charity, intergovernmental body from another country, territory, or a country/terriorty acting exclusively, involved in geoenginerring of a target area over the mainland of New Zealand or New Zealand’s territorial sea or its Exclusive Economic Zone (EEZ) or its continental shelf (including all areas of the Extended Continental Shelf outer limits of the EEZ and NZ-AUS 2004 Delimination Treaty) ("New Zealand territory") OR, any area of land outside New Zealand territory that consequently results in any weather event shifting i.e. downwind into New Zealand territory due to unintended consequences of geo-enginerring tools i.e. cloud seeding.
Yours sincerely,
Jonty Piers

Kia ora Jonty,
Thank you for your email.
The CliFlo database holds data from 6,500 climate stations which have been operating for various periods since the earliest observations were made in 1850. The database continues to receive data from over 600 stations that are currently operating.
Rainfall data after 2010 is available, depending on the location you are looking at. For example, if you are looking at a station that stopped operating in 2010, there will be no data available for that station after that time. If you require help accessing data, you can email [email address] for assistance.
Up until the early 2000s there was a move from manual observation systems to automatic observation systems. Manual observations provided total cloud amount whereas automatic stations do not. Individual cloud layer and amount information are still measured from a number of locations, but not total cloud amount.
NIWA is not aware of any geoengineering activity occurring in New Zealand.
Please note, under section 28(3) of the Act, you have the right to seek an investigation and review by the Ombudsman of this decision.

Caroline
