NIWA Fraud/Negligence Case

Dear National Institute of Water and Atmospheric Research Limited,

1. I request all emails, texts, documents or meeting notes that NIWA has sent to shareholders (government) or commercial clients to inform them that the NIWA cli flo database is incomplete.

NIWA has been informed of significant shortcomings in their primary database which means all research and advise that has depended on this database could be inaccurate. If no communication documents are provided, an assumption could be made that NIWA has chosen not to inform their clients/shareholders of this development.

2. I request all emails, texts, documents or meeting notes from NIWA (both internal and external) that reference missing weather data from the cli flo database as outlined in the recent Climate of Fear report by Ian Wishart. Can NIWA demonstrate timely actions have been taken to update the database?

3. I request all emails, texts, documents or meeting notes to NIWA directors regarding missing data from the cli flo database and all communication that references Ian Wishart or the Climate of Fear Report.

Thank you for your request. Please see our responses as to your request for official information below.

1. I request all emails, texts, documents or meeting notes that NIWA has sent to shareholders (government) or commercial clients to inform them that the NIWA cli flo database is incomplete.

There has been no such notification and therefore no correspondence or documentation exists. This part of your request is accordingly refused under s18(e) of the OIA.

CliFlo is the websystem that provides access to the government-funded National Climate Database (NCD). Information about the records contained in CliFlo and the completeness of the data available via this database is publicly available via cliflo.niwa.co.nz as well as via https://niwa.co.nz/news/niwas-historic-w.... The type and nature of the data contained in CliFlo is clearly identified to users as is the scope of the database and its terms of use.

2. I request all emails, texts, documents or meeting notes from NIWA (both internal and external) that reference missing weather data from the cli flo database as outlined in the recent Climate of Fear report by Ian Wishart.

3. I request all emails, texts, documents or meeting notes to NIWA directors regarding missing data from the cli flo database and all communication that references Ian Wishart or the Climate of Fear Report.

In respect of your request for information to NIWA directors regarding “missing data” from the CliFlo database, no such correspondence or documentation exists; therefore, as above, this part of the request is refused under s18(e) of the OIA. In respect of your request for information to directors that references Mr Wishart or his ‘Climate of Fear’ report, we are withholding this information under s9(2)(g)(i) of the OIA.

Please note, under section 28(3) of the Act, you have the right to seek an investigation and review by the Ombudsman of this decision.
