Mt Victoria Historical Society seeks information in relation to the Officer recommended version of the Final Spatial Plan that was put to the Pūroro Āmua Planning and Environment Committee in 2021 (i.e the pre-amendment version https://experience.arcgis.com/experience... ).

We request all available information relating to how officers came to their recommendations on the extent of areas to be designated character precincts in all inner suburbs (i.e. Thorndon, Kelburn, Oriental Bay, Mount Victoria, Mt Cook, Newtown, Berhampore, Aro Valley, Highbury).

This includes memos, correspondence, notes or minutes of meetings, external advice or any other documentation that sets out the decision-making process and the evidence for the recommendations for that version of the draft Spatial Plan.

Thank you for your email received on 9 August 2022 in respect of your request and please accept my apologies for the delay in responding.

Further to my email dated 26 July 2022 in which I advised your request in respect of the Draft Spatial Plan had been granted, I am now able to provide you with the requested information.

Your patience whilst this information has been collated is appreciated.

In addition to those internally produced documents the Council also has commissioned technical advice to inform the implementation of the Character Precinct and Mt Victoria North Townscape Precinct specific provisions. This includes a 'site-by-site' analysis of the Inner Residential Areas comprising Mt Victoria, Mt Cook, Newtown, Berhampore, Aro Valley, and southern parts of The Terrace).

The document produced by Boffa Miskell Ltd: Wellington City Council: Pre-1930 Character Area Review 2019, addressed the following:

. A review of the existing pre-1930 character areas (Mt Victoria, Thorndon, Mt Cook, Newtown, Berhampore, Aro Valley/The Terrace, and Holloway Road) and informed the identification of the Character Precincts.

. The assessment classified each property within the existing pre-1930 character areas based on the character contribution. This scale involved classifying building as primary, contributory, neutral and detractive.

. This classification was then utilised as a basis for the identification of the Character Precincts proposed in the PDP
