Dear Ruapehu District Council,

A draft Spacial plan exists on your website (https://www.ruapehudc.govt.nz/repository...) showing Teitei Drive as a low residential zone.

1) Are any changes proposed to increase this to a medium or high density zone

2) Please provide any emails or documents mentioning the Ohakune Spacial Plan since 20th June 2023; these can be from staff, councillors or working groups such as "Future Ohakune" or any other group working or associated with the Ohakune Spacial Plan.

3) I noted point 1 page 4 (IMPLEMENT ZONING MAP) does not mention any public consultation, but specific groups (Ngāti Rangi, key employers; RAL, Forestry, Market Gardens, and Kainga Ora), can you please confirm whether this is limited to those parties, or if further consultation with the public will be held.

4) I note point 5 page 4 (LAND USE & ZONING), I note the recommendation stating "Urban design outcomes for higher densities should be embedded in planning provisions and should address matters such as access, daylight, greenspace, acoustic privacy, visual privacy, storage and outdoor living spaces. This ensures that a high quality of living is provided for within denser urban environments". Who authored this statement and have councillors been briefed and discussed this matter, if so can you please provide any notes, emails or documents related to these recommendations or suggestions.

5) I note page 6 point 5 (SPORTS PARK PRECINCT) that none of these recommendations have been considered and that the "Ohakune Social Housing Project" will be utilising this land instead. Are amendments being made to these drafts, have they been discussed in any form or documented, or minuted since 20th June 2023.

We have sought advice on your response and reply accordingly.

Your message dated 11th December 2023 stating you wish to extend the time to make a decision due to the large quantity of information required for fyi-24748.
Can you please tell me how many documents you have identified for fyi-24748 that are in scope and the nature of those documents; and how many staff hours it will take to collate?

With regards to your statement for extension for fyi-24760, fyi-24055, fyi-24608, fyi-24935 & fyi-24831, we do not accept your response.
Each OIA was provided with an individual acknowledgement & is bound by an individual timeframe per LGOIMA response, thus needs to be dealt with on an individual basis.
We do not accept the responses to be aggregated with fyi-24748 as many should have the information readily available and we are happy to receive information piecemeal.

In summary, we expect a response to each OIA individually to the respective email address they were lodged with.

Good afternoon Summer,

Thank you for your swift reply. The extension of time to make a decision applied to all the requests. Collectively your requests necessitate a search through a large quantity of information. The final response to each individual OIA will be sent to the respective email address they were lodged with.

For context, this council ordinarily handles between 60-70 OIA annually. As at 7 December 2023 we had received 174 OIA, 79 relate to Teitei Development, starting 17 July 2023. There are 30 OIA relating to Teitei Drive still active. This council does not have a FTE dedicated to responding to official information requests.

There are 21 active LGOIMA request from Barry Murphy and Ohakune RRS. This number includes repeat requests and additional questions added to initial requests. This does not include several partial transfers from CIP and Kainga Ora.
12 of these are overdue and fall outside of legislative timeframes. The volume of requests, the number of questions within some requests and the nature of the questions make it time consuming.

It is a manual process of locating, reviewing, and collating often across several areas of the business providing the information, the records system does not work like a google search. Staff that have an intimate knowledge of the subject have left the organisation. Ree Anderson and Le Pine & Co have been engaged to respond to the Ohakune groups legal representative.

I do know that the exact same requests / questions have been sent to other agency from whom you have had a response. In this instance perhaps you would consider reviewing older requests with a view to withdrawing them if you have received a satisfactory response.
