I am surprised that this request should take so much time.

From my understanding, it would require a simple Business Objects search using a NIA universe, utilising the requisite offence/task codes, filtering for the required districts/areas and time-range. It would take, at most, 30 minutes for a Police performance analyst to set up, a few seconds to run, and a minute or so to convert to PDF. No consultations are necessary as there is no information of a sensitive or specific nature.

If it sped up the process I am happy to receive the 3H visits information prior and separately to the breach of liquor ban information.

I have not received a reply to my last message relating to the time it would take to compile the 3H visit statistics I asked for.

May I reiterate the purpose of the OIA law in light of why, and when, I require this information.

The legislation intends (in-part) to "increase the availability of official information to promote more effective public participation in the making and administration of laws and policies."

I am currently participating in a time-limited consultation period for some laws and policies in Auckland. The information I seek is core to this. I submitted my OIA well ahead of time because I require it while public consultation is still open.

If you could please respond to this message as soon as is practicable I would appreciate it.

I refer to your request received on 28 July 2014 made under the Official
Information Act 1982 (OIA), relating to relating to the number of Licensed
Premises Checks (3H) made in Auckland in the last four years.

 

As per your request, I have attached a MS Excel workbook containing the
information you have requested.  There are five tabs – the first is a
summary of annual totals, the others include calendar month and week
number (fiscal year) for four time periods:

 

·        6pm to 11.59pm Fridays

·        12.00am to 5.59am Saturdays

·        6pm to 11.59pm Saturdays

·        12.00am to 5.59am Sundays

 

Please note that the information provided only includes part of the 2014
calendar year – up to late August (the report was run on 27 August 2014). 
As this is not a complete year, it is not comparable with the other years
provided.

 

For the purposes of this request “Auckland Central” means the area covered
within the operational boundaries of the Auckland Central scene station. 
“Rest of Auckland” means the rest of the Auckland City Police District,
along with all of the Waitemata and Counties-Manukau Police Districts. 
This aligns approximately with the boundaries of the Auckland Council.

 

Finally, the information provided was derived from the Police CARD
dispatch system, based on the time units were dispatched to the Licensed
Premises Check jobs.  Because the CARD database is dynamic and is
constantly updated with new information, the information provided in
response to this request is provisional only, and therefore is not
comparable to other Police data published elsewhere.

Dear Mr Warner

 

I refer to the second part of your request received on 28 July 2014 made
under the Official Information Act 1982 (OIA), relating to the number
Breach of Liquor Ban Infringement notices issued within the "Auckland City
Central Area" for the specified days and times of day broken down by month
for the years 2011 - 2014.

 

Prior to the Sale and Supply of Alcohol Act 2012 which came into effect on
18 December 2013, breaches of liquor ban areas were recorded as offences
by Police. Under the new legislation Police deals with breaches of liquor
ban areas by issuing infringement notices, rather than by recording
offences for which offenders can be charged. Police has not as yet
compiled data on Alcohol Infringement Offence Notices (AIONs) in a form
that enables your request to be answered. Specifically, most AIONs have
not yet been entered into a Police system that enables production of
statistical information broken down by distinct geographical areas.
Therefore, your request is refused under section 18(g) of the Official
Information Act, as the information is not held.

 

However, I have attached tables showing the monthly breakdown for the
numbers of Breach of Liquor Ban offences for the period from Jan 2011 to
Dec 2013 for the Auckland Central Police Station for the following time
periods:

 

·        6pm to 11.59pm Fridays

·        12.00am to 5.59am Saturdays

·        6pm to 11.59pm Saturdays

·        12.00am to 5.59am Sundays

 

For the purposes of this request I have interpreted “Auckland City Central
Area” to mean Auckland Central Police Station boundary.

 

Although for the reasons above not all the information you have sought
have been provided with this letter, I trust my response is still helpful.
If you have any questions please let me know

 

Also, you have the right under section 28(3) of the OIA to seek a review
of my handling of your request by the Office of the Ombudsmen.
