Public disorder & assault statistics for Auckland CBD 2001 to 2016
Rob Warner made this Official Information request to New Zealand Police
The request was partially successful.
From: Rob Warner
Dear New Zealand Police,
I seek the public place disorder and assault statistics for Auckland CBD (Auckland Central Station).
(Note: I made a previous, similar, request in 2013 which can be found here: https://fyi.org.nz/request/912-public-di...)
I seek similar information for an updated date range which includes data up until the most recent available month in 2016. According to previous requests this should be at least up until the end of 2015. If newer data exists please provide it.
My OIA requests are as such:
1/. I request the monthly statistics for public place violence and disorder offences.
- I would like these statistics to be divided into the number of relevant offences committed per month for each hour band between 1800 (6pm) and 0600 (6am) (i.e 1800-1859, 1900-1959, 2000-2059...etc.)
- If you could please supply these statistics for the period of 2001 to 2016 (up to the most recent month for which data is available).
2/. I request the monthly breakdown of recorded apprehensions by age for each year from 2001 until the most recently available data for public place assault and disorder offences within Auckland Central Station:
- Recorded apprehensions by three-yearly age bands beginning from 15 years of age (i.e 15-17, 18-20, 21-23 etc - continuing to 40 years old)
Please supply the information in Excel spreadsheet format.
Please also provide the information for each of these two request when they are compiled so as to avoid delays in case one request would delay the other.
Yours faithfully,
Rob

I have been asked to notify you that Police requires an extension of time
in which to respond to your request, pursuant to section 15A(1) of the
Official Information Act 1982, because the request necessitates a search
through a large quantity of information and consultations such that a
proper response to the request cannot reasonably be made within the
original time limit. Police require until 22 July 2016 to provide a
substantive response to your request.
You have the right to complain to the Office of the Ombudsmen about this
extension.
Yours sincerely

Dear MCMAHON, Teresa,
thanks for the reply.
From my understanding, this OIA it would require a simple Business Objects search using a NIA universe, utilising the requisite offence/task codes, filtering for the required districts/areas and time-range. It would take, at most, 30 minutes for a performance analyst to set up, a few seconds to run, and a minute or so to convert to spreadsheet. No consultations are necessary as there is no information of a sensitive or specific nature.
While I appreciate there are times of the year when demands for data are higher and capacity is in demand these requests for data are not a particularly large so ask that they be fulfilled at the soonest possible date.
Yours sincerely,
Rob

New Zealand Police
Dear Mr Warner
I refer to your email received on 25 May 2016 under the Official
Information Act 1982 (OIA) requesting updates to previously provided
statistics on assault and disorder offences for Auckland CBD for the
period from 2001 to 2016 (up to the most recent month for which data are
available).
Police has changed its systems and improved its statistical counting
rules. The old crime statistics you requested are available for periods up
to December 2014, after which statistics counted the new way are
available. Information describing these changes is available on the Police
website at the following address:
[1]http://www.police.govt.nz/about-us/publi...
The new measures (replacing recorded 'offences' and ‘apprehensions’) are
called 'victimisations' and ‘proceedings’, and are part of the Recorded
Crime Victims Statistics (RCVS) and Recorded Crime Offenders Statistics
(RCOS) collections, respectively. You can find out more about these new
statistics collections here:
[2]http://www.police.govt.nz/about-us/publi...
These statistics are available from July 2014 for RCVS and July 2009 for
RCOS. I understand that we have previously supplied you data from January
2001 to July 2014.
In this regard, the attached tables show the following crime statistics
for Auckland Central Police Station:
· Victimisations for public place assaults by month and 3-hour
bands, July 2014 to May 2016
· Proceedings against offenders for public place assault offences
by month and specified age bands, July 2009 to May 2016
· Proceedings against offenders for disorder offences by month and
specified age bands, July 2009 to May 2016
Although we have not provided the information you have requested in the
form you have wanted, I trust this information meets your needs. As you
may be aware, you have the right under section 28(3) of the OIA to seek a
review of my handling of your request by the Office of the Ombudsmen.
