Dear Mr Warner

 

I refer to your request received on 5 June 2013 under the Official
Information Act 1982 (OIA) relating to information on disorder and public
violence statistics for Auckland CBD for the years 1996 to 2013.

 

Official Statistics on recorded offences including offence types, scene
description and Police area boundary are publicly available on the
Statistics New Zealand website (www.stats.govt.nz). Therefore, the first
part of your request is refused under section 18(d) of the OIA as the
information is publicly available.

 

Official Statistics are published three months after the end of each
fiscal (30 June) or calendar (31 December) year. Therefore, your request
for statistics for the year 2013 is refused under section 18(g) of the OIA
as the information is not held.

 

Police does not hold statistics on arrests made, as per the second part of
your request. Therefore, your request for arrest information is refused
under section 18(g) of the OIA as the information is not held.

 

Statistics for apprehensions are more reliable than statistics for
arrests. Official Statistics for recorded apprehensions, including the age
and how the apprehension was resolved, are publicly available on the
Statistics New Zealand website (www.stats.govt.nz).

 

In closing, although for the reasons above none of the information you
have sought has been provided with this letter, I trust my response is
still helpful in guiding you to the online holdings for such data; of
relevance to not only your present request, but perhaps for other areas of
interest.

 

As you may already be aware, you have the right under section 28(3) of the
OIA to seek a review of my handling of your request by the Office of the
Ombudsmen.

Dear New Zealand Police,

Thanks for your response to my original OIA request. As you suggested, I have used Stats NZ to put together a first cut of the necessary numbers. Unfortunately, the Stats NZ page does not allow for analysis of the numbers by month (only by calendar year). As such, I should like to amend my original OIA request to ask for the monthly statistics for public place violence and disorder offences.

I should also like these monthly statistics to be divided into:
(a) number of relevant offences committed between 1800 (6pm) and 2100 (9pm), and
(b) number of relevant offences committed between 2100 (9pm) and 0000 (12am), and
(c) number of relevant offences committed between 0000 (12am) and 0300 (3am), and
(d) number of relevant offences committed between 0300 (am) and 0600 (6am)

If you could please supply these statistics - or an appropriate alternative if these exact ones are not available - and for the periods of:
(a) 1996 to 2012.

If complete datasets for the entire yearly periods are not available please provide three representative yearly periods, one between 1996 and 2000, one between 2001 and 2005 and one between 2006 and 2010.
