Dear Ministry of Education,

I wish to see a copy of the BRANZ report/opinion dated on or about 7 June 2011 provided by BRANZ to the Ministry of Education, in response to the Ministry of Education's query as to whether walls with top and bottom vented wall cavities are more able to manage water leaks than walls with bottom only vented cavities.

I understand the report/opinion may have the identifier and/or title "DC2095 Top vented water managed cavities".

I would also like to see any subsequent external communications on the topic of appropriate cavity construction as it relates to moisture management (for example between the Ministry of Education and BRANZ, MBIE, any external technical advisors and/or insurers), and/or advice/materials received touching upon the topic, and/or internal analysis by the Ministry of Education regarding the topic.

We have considered your request under the Official Information Act 1982
(the Act).

 

The second part of your request, as currently worded, is very broad in
nature and scope and would likely be refused under section 18(f) of the
Act due to the substantial collation and research required to respond. As
it stands, your request would include all external communications, advice,
and internal analysis referring cavity construction as it relates to
moisture management from 7 June 2011 to date.

 

In the hope that we may be able to avoid refusing this element of your
request, we would like to invite you to refine/narrow the scope of your
request. For example, are you able to:

 

o refine the time period of interest for external communications,
advice, and internal analysis by the Ministry;
o the specific external organisation(s) whose communications with the
Ministry you are interested in; and
o further particularise the topic of correspondence that you are
particularly interested in.

 

 

Once we have your clarification we will commence work on your request.
Please note that any clarification or amendment of a request is considered
to be a new request for the purpose of calculating the maximum statutory
timeframe for response. To assist us to meet our obligations under the
Act, we would be grateful if you could respond to this clarification
request by Friday 12 November 2021.

(a) those addressing the specific topic of the risks/benefits and science of top-vented cavity construction as compared to solely bottom vented cavity construction; or

(b) those that have made reference to the 7 June 2011 Report,

and confining the time period from 7 June 2011 through to end of 2014?
