Dear Porirua City Council,

I request information about the process resulting in the appointment of
the five commissioners on the hearing panel for district plan change 18,
Plimmerton Farm.

In essence the information that I expect the Council holds, and that
should be made available, would comprise:
- a record of the decision by the person(s) with the delegated
authority(ies) to appoint the five commissioners; and,
- a copy of the recommendation report(s) that the person(s) with the
delegated authority(ies) relied upon when coming to the decision(s) to
appoint the said commissioners.

I request this information under the LGOIMA.

Dear Records Management or Moana Wyatt

I have received Ms Walker's response to my request for information about
the timetable for Plan Change 18 - Plimmerton Farm ('another FYI.ORG
request'). In her response dated 15 April 2021 Ms Walker suggests that
correspondence about my request for information about panel members
appointments (ie: this request dated 15th April 2021) is "now closed".

If this is indeed the case, please confirm that, from PCC's perspective
'this request' has been refused, in which case I will follow up with the
Ombudsman.

If the request has not been refused please confirm and provide the
information I have requested.

In this regard please note PCC's response to my request relating to
appointment of commissioners (dated 15 April 2021) has omitted to include
any information about the appointment of Mr Allen as panel chair, and only
included information about the appointment of the other FOUR panel
members. As PCC knows my request was for: "a record of the decision by the
person(s) with delegated authority(ies) to appoint the FIVE commissioners"
etc.

On the basis it would appear to be a 'partial' refusal' by PCC to provide
the information that was clearly and succinctly requested.
