Dear Porirua City Council,

This request relates to matters associated with the RMA processes
associated with the PC 18 - Plimmerton Farm - that has recently been
considered by a hearing panel appointed by PCC. During this time,
submitters have asked PCC (via its hearing administrator) for
clarification about various process matters. Submitters have been unable
to communicate directly with the hearing panel.

Accordingly, please provide me with the following information:
for each request made by members of the public about the PC 18 process:
- the request
- the response from PCC
- the correspondence between PCC and the Panel.

Kia ora Brian,

Due to the wide scope of this request for information, in particular for
“correspondence between PCC and the Panel”, it would be helpful  if you
could provide more specific parameters around the subject matter of the
correspondence you are interested in.

 

We have more than 1600 emails relating to Plan Change 18 so it would be a
substantial undertaking in terms of the number of requests received from
the public and emails sent between the Council, the panel and the
submitters.

If are able to provide some searchable subject criteria, we may be able to
reduce the time load. The queries we received range from minor matters to
more technical/legal questions.

We estimate that it will take at least two full days to extract and
collate these. Then we would need to go through a process of redacting
personal information from the correspondence.

 

Are you interested in all questions from members of the public relating to
the entire process, or are there particular areas of the process you are
seeking? i.e. pre-hearing process, expert evidence, presenting at the
hearing etc. Or are you only interested in questions that required a
response from the panel?

 

Can you also please confirm your definition of “members of the public” in
relation to submitters. Does this only refer to individual submitters  –
or does it also include individuals who represent wider community groups,
schools/churches, residents associations etc, and if so does this also
include those representing NGOs such as Forest & Bird and QEII Trust? Some
clarification on this may also help to narrow the search criteria.

Dear Moana Wyatt,

Thanks for this response. As I indicated in my request I am only seeking
copies of the emails relating to process matters. I presume the council
would have a data management system in place by which this type of request
could be attended to.

As a first step, perhaps in the first instance are you able to provide
this information:

- whether the Panel's responses to questions from public / submitters
about process issues/queries were sent by the Panel directly to the
hearing administrator for relay to the person raising the issue or query,
or,
- whether those Panel responses were sent initially to a council planning
staff member and then relayed by that planning staff member to the hearing
administrator who then sent them to person raising the issue or query.
