Dear Official Information,

I do not want this request to be transferred to Auckland Transport ... I require the information from Auckland Council/Waiheke Local Board, what THEY hold, which may include internal notes/briefings/correspondence etc not necessarily copied to Auckland Transport.

If this makes it difficult, please advise whether I need to amend my request, and/or send two separate requests, one to Council and one to Auckland Transport.

Dear Official Information,

Thank you for your response which has no explanation attached to it.

Is this a new/separate request instead of my original? And/or have you still transferred my original request to Auckland Transport and this 'response' is supplemental?

Either way this "suggested request" is completely unsatisfactory and does NOT cover the extent of my original information request.

Therefore I reiterate my previous response that I do not want this request to be transferred to Auckland Transport ... I require the FULL information that Auckland Council and the Waiheke Local Board hold.

.

Dear Auckland Council,

Thank you for your response of 10 March 2021 to my OIA request of January 28th 2021 (amended with agreement on 10th February 2021). Apologies for the delay in getting back to you – it has taken me a while to follow through on these. I would appreciate a more detailed trawl for the information I requested in my OIA.

There are numerous missing documents, memos, reports and correspondence that were not included in your response. These fall into two areas of information.

Firstly, relevant briefing material presented by Auckland Transport to Local Board (LB) meetings and workshops. Auckland Transport (AT) attends numerous workshops with Waiheke LB and present reports and memorandums at virtually all of the monthly LB meetings.

To assist, the following meetings are those at which I am aware relevant AT material was presented or discussed.

LB Workshop – 21 February 2019
LB Meeting – 28 February 2019
LB Workshop – 14 March 2019
LB Meeting – 23 May 2019
LB Transport Forum Meeting – 30 May 2019
LB Workshop – 20 June 2019
LB Meeting – 27 June 2019
LB Workshop – 12 Sept 2019
LB Meeting – 12 Sept 2019
LB Special AT meeting/workshop – 6 November 2019
LB Meeting – 4 December 2019
LB Workshop – 26 February 2020
LB Meeting – 26 February 2020
LB Workshop – 8 April 2020
LB Workshop – 22 April 2020
LB Meeting – 22 April 2020
LB Meeting – 27 May 2020
LB Transport Forum Meeting – 17 June 2020
LB Meeting – 24 June 2020
LB Workshop – 16 Sept 2020
LB Meeting – 23 Sept 2020

Secondly, I am also aware of numerous emails between AT personnel and the LB including reports and memorandums that do not appear to have been tabled in LB meetings or workshops. Please supply the following if not included in the meetings material above. Of prime relevance are:

1. April 2019 - AT publication “Waiheke New Network- consultation summary and decisions report”
2. 6 May 2019 – correspondence from AT to LB Chair – “New bus routes: South Ostend Road”. Please also supply the original letter from the LB Chair to AT requesting this information.
3. November 2019 – correspondence between Mayor Goff, AT CEO Shane Ellison, and LB Chair including responses re bus route cut.
4. December 2019 – correspondence between AT’s Chairman Wayne Donnelly and CEO Shane Ellison and LB Chair re LB meetings and LB resolution re bus route cut.
5. January/February 2020 – copy of Gravitas “Waiheke Island Bus Network – Customer Satisfaction Survey” – and subsequent raw data and analysis and/or report.
6. 3 February 2020 – Formal response from AT to LB Chair re LB resolution to revert to former bus timetables.
7. 19 February 2020 – Memorandum from AT to LB re Proposed Community Solutions to the Waiheke Bus Services.
8. 21 February 2020 – LB correspondence to Hana Blackmore re the above two documents.
9. 14 May 2020 – Memorandum from AT to LB re discontinuation of service to Ostend and Wharf road bus route.
10. 27 May 2020 – AT’s “Waiheke 10 Years Transport Plan” presented at LB Meeting.
11. 27 May 2020 – AT report and memorandum to remove services to Ostend and Wharf road bus route and minutes noting request opposed.
12. 4 June 2020 – Copy of “action sheets relating to AT from the 27 May 2020 meeting” noted in previous OIA email response of this date.
13. 15 September 2020 – Copy of LB memo “from Edward Newbigin regarding upcoming changes to Waiheke bus and ferry services” noted in email correspondence from AT in previous OIA response of this date.
14. 18 September 2020 – AT Media Release re changes to public transport services.
15. 24 September 2020 – Copy of the “brief on the background of AT’s decision” as noted in LB email correspondence in previous OIA response of this date.

Material supplied should not be limited to that listed above, but should include any relevant correspondence and information related to them and not necessarily known to me. Thank you for your assistance.

Yours sincerely,

Hana Blackmore

Dear AT Official Information (AT),

(Dear Cameron) ... please return this OIA request to Auckland Council immediately. It should not have been transferred.

As you will see if you read the full request back to the beginning this was ACCEPTED by Council after it was transferred to you previously. Your own response of Feb 10th advising retraction of transfer copied below.

This is not AT information per se, it is what has been received by the Waiheke Local Board - (and held by Waiheke Local Board)- that is relevant therefore all the dates and details are Waiheke Local Board dates and details, NOT Auckland Transport board meetings.

Yours sincerely,

We note that you have specifically asked Auckland Transport not to respond
to your request, and that you are seeking information held by Auckland
Council. Due to the amount of information requested and the need for us to
consult with Auckland Transport on the release of the information, we are
extending the timeframe to respond to your request to 30 July 2021. Please
note this is a maximum timeframe and we will endeavour to respond sooner
if possible.

You have the right to complain to the Ombudsman about this extension.
Information about how to make a complaint is available at
[1]www.ombudsman.parliament.nz or freephone 0800 802 602.

If you have further questions please feel free to contact Norma Tinai

Dear Official Information,

This reply to extend the time frame for a response is highly unsatisfactory. This request was originally made on January 28th. As the subsequent correspondence shows it is the information held by Auckland Council and Waiheke Local Board that I am asking for - NOT Auckland Transport.

The retraction of the original transfer to Auckland Transport was settled on Feb 10th and you supplied the information 20 working days later on March 10th.

My follow-up request on May 12th was delayed as it took some time for me to examine the information supplied and to check and compare with the relevant Waiheke Local Board Meetings. My examination showed that there are numerous missing documents, memos, reports and correspondence noted in the agendas, notes and minutes of the Local Board workshops and meetings that were not supplied.

I took great care to detail in this follow up request the ACTUAL DATES OF MEETINGS that need checking for material supplied by Auckland Transport or discussed with the local board. The other follow up material is again detailed with dates noted from the correspondence supplied in your first OIA response. This is NOT a new OIA request, it is material covered under my original January 28 request.

I appreciate the time-consuming nature of OIAs, so by narrowing down my request in this way and dating or itemising each document I have done the vast majority of work for you. To inform me that the time frame to supply this material will now take until July 30th is completely unacceptable.

With the delay you caused by transferring my request yet again to Auckland Transport, and the failure to respond at all until I chased it up by phone, the statutory 20 working days to supply my information actually expires today. To say you now need another 36 working days - extending the total response time frame to 56 WORKING DAYS is preposterous. Please advise an amended early response date.

Yours sincerely,

Hana Blackmore

Kia ora Hana,

Thank you for your email. The extended date of 30 July 2021 is the maximum
timeframe within which Auckland Council is to provide a decision on your
request. We will endeavour to respond as soon as reasonably practicable,
and no later than 30 July 2021.

We acknowledge this is far from ideal, and you are welcome to make a
complaint to the [1]Office of the Ombudsman if you remain dissatisfied
with this extension.

Your patience and understanding during this time is greatly appreciated.
If you have any further queries, please do not hesitate to contact me.
