Dear Auckland Council,

Thank you for supplying the "Options Analysis Report on Weed Management in the Urban Road Corridor" by Morphum Environmental.

You have redacted all costings supplied in this Report, quoting section 7(2)(b)(i ) of the Local Government Official Information and Meetings Act 1987. I would respectfully request that you provide me with an unredacted copy with all costings intact.

There is no good reason why the costings should not be released. Indeed, the costings of the different options by Auckland Council was a major reason why the Environment and Climate Change Committee rejected Council’s recommendation of a glyphosate option to its November 2020 meeting, together with the evidence presented at that decision making meeting that an actual operational thermal option was indeed many thousands of dollars cheaper.

As these detailed costings presented at this meeting by Auckland Council are already fully in the public arena - including costings provided in a previous review commissioned by Auckland Council from Price Waterhouse Cooper in 2015 (cited in this Morphum Report) then concealing Council’s latest prices in this Report is unreasonable.

Yours sincerely,

Hana Blackmore

Thank you for your patience as we reconsidered our decision on your
request.

Please find attached the report with most redactions removed. Please note
however due to the high cost of mechanical weed spraying, only one
supplier submitted a cost. We have therefore redacted the rates for
mechanical weed spraying under section 7(2)(b)(ii) Local Government
Official Information and Meetings Act 1987, namely that it would be likely
unreasonably to prejudice the commercial position of the person who
supplied or who is the subject of the information.

Please be advised that the rates mentioned in the two reports outlined in
your email below are older and a new set of rates have since been provided
for the purposes of this report.

You have the right to complain to the Ombudsman if you believe we have not
responded appropriately to your request. Information about how to make a
complaint is available at www.ombudsman.parliament.nz or freephone 0800
802 602.
