Ostend & Wharf Rd Bus Route
Thank you for your request for information which we received on 12 May. The specific
details of your request and our responses are set out below.
There are numerous missing documents, memos, reports and correspondence
that were not included in your response. These fal into two areas of
information.
Firstly, relevant briefing material presented by Auckland Transport to Local
Board (LB) meetings and workshops. Auckland Transport (AT) attends
numerous workshops with Waiheke LB and present reports and
memorandums at virtually all of the monthly LB meetings.
To assist, the fol owing meetings are those at which I am aware relevant AT
material was presented or discussed.

above. Please note there was no item on AT bus routes discussed at the workshop on 4
December 2020.
Secondly, I am also aware of numerous emails between AT personnel and the LB
including reports and memorandums that do not appear to have been tabled in LB
meetings or workshops. Please supply the fol owing if not included in the meetings
material above. Of prime relevance are:
April 2019 - AT publication “Waiheke New Network- consultation summary and
decisions report”
November 2019 – correspondence between Mayor Goff, AT CEO Shane El ison,
and LB Chair including responses re bus route cut.
January/February 2020 – copy of Gravitas “Waiheke Island Bus Network –
Customer Satisfaction Survey” – and subsequent raw data and analysis and/or
report.
3 February 2020 – Formal response from AT to LB Chair re LB resolution to revert
to former bus timetables.
19 February 2020 – Memorandum from AT to LB re Proposed Community
Solutions to the Waiheke Bus Services.
21 February 2020 – LB correspondence to Hana Blackmore re the above two
documents.
14 May 2020 – Memorandum from AT to LB re discontinuation of service to Ostend
and Wharf road bus route.
27 May 2020 – AT’s “Waiheke 10 Years Transport Plan” presented at LB Meeting.
27 May 2020 – AT report and memorandum to remove services to Ostend and
Wharf road bus route and minutes noting request opposed.
14 June 2020 – Copy of “action sheets relating to AT from the 27 May 2020
meeting” noted in previous OIA email response of this date.
15 14 September 2020 – Copy of LB memo “from Edward Newbigin regarding
upcoming changes to Waiheke bus and ferry services” noted in email
correspondence from AT in previous OIA response of this date.

24 September 2020 – Copy of the “brief on the background of AT’s decision” as
noted in LB email correspondence in previous OIA response of this date.
18 September 20 May 2020 – AT Media Release re changes to public transport
services.
The information listed above can be found in Attachment 2 - Emails, Reports, Memos,
Letters. Some of this information has been redacted because withholding of this information
is necessary to protect the privacy of natural persons - s(7)(2)(a) LGOIMA and to maintain
the effective conduct of public affairs through protection of employees. LGOIMA s7(f)(i )
We have been unable to locate the following documents and so we are refusing to release
these under LGOIMA s17(e) that the documents alleged to contain the information, despite
reasonable efforts to locate them, cannot be found.
6 May 2019 – correspondence from AT to LB Chair – “New bus routes: South
Ostend Road”. Please also supply the original letter from the LB Chair to AT
requesting this information.
December 2019 – correspondence between AT’s Chairman Wayne Donnelly
and CEO Shane El ison and LB Chair re LB meetings and LB resolution re bus
route cut.
