I note the announcement that the GWRC has announced contracts with Tranzurban ad NZ Bus for 98 new electric buses (https://www.metlink.org.nz/news/metlink-...).

I am interested in understanding the detailed costs and benefits of this agreement with bus operators.

1) Can the GWRC please provide a copy of the business case(s) that support the increase in the electric bus fleet to support Wellington bus services ?

2) Can the GWRC please provide a copy of reports and/or presentations to council meetings that support the increase in the electric bus fleet to support Wellington bus services along with the meeting agenda and minutes ?

3) Can the GWRC please provide a copy of reports and/or presentations to council workshops that support the increase in the electric bus fleet to support Wellington bus services along with the workshop agenda and minutes ?

4) Can the GWRC please provide a copy of detailed benefit calculations used to support the increase in the electric bus fleet to support Wellington bus services ?

5) Can the GWRC please provide a copy of detailed cost calculations used to support the increase in the electric bus fleet to support Wellington bus services ?

6) Can the GWRC please provide a copy of any reports and/or presentations that outlined the increased contract costs of Tranzurban and NZ Bus acquiring 98 new electric buses compared to using diesel buses and from where these increased costs will be funded ?

7) Can the GWRC please provide a copy of any reports and/or presentations where the decision to increase the Wellington electric bus fleet would be done through contracts with operators instead of these electric buses being acquired by GWRC and leased to the bus operators (as with the passenger rail fleet) ?

8) Can the GWRC please provide a copy of the any correspondance, reports or presentations with NZTA associated with obtaining their agreement and support for the GWRC to increase the Wellington electric bus fleet.

is a typo that has just been picked up.

 

The sentence should read:   The maximum length will need to be no more
than 12.8m excluding the bike rack on the front.

Thank you for providing much of the requested information. However, there appears to be some missing information as outlined below:
1) Attachment 1 "Confirmed public excluded of the Council meeting on 13 September 2019" - This is missing because the Attachment 1 document provided is the same as Attachment 7
2) Attachment 8 "Future Fleet options Report RPE19.188" - Attachment 1 to this report is missing
3) Attachment 9 "Restricted Public Excluded minutes - Council meeting 12 December 2019" - These minutes refers "Future Fleet Report RPE19.509" - The Future Fleet Report RPE19.509 considered at this meeting is missing
4) Attachment 11 - "Report Public Excluded 19.231 – Strategic Assessment for transitioning to a zero emission bus fleet" - The minutes of the meeting(s) that considered this report are missing

Finally, the GWRC response letter stated:
"9) The specifications of the new electric buses (including dimensions, weight empty, weight fully loaded, seats, capacity seated & standing, range between charging, facilities such as heating and air-conditioning).’
We have a range of specifications for the new electric buses that we are currently discussing through our negotiations with the operators. We will be pleased to share more information on the new bus specifications as they are confirmed. We can confirm that one model will have climate air-conditioning, and the other will have air-conditioning with electric heaters."

The information held by the GWRC by which the GWRC "... can confirm that one model will have climate air-conditioning, and the other will have air-conditioning with electric heaters" is missing and so can it be provided ? I would also note that documentation that explains what the term "climate air-conditioning" means is part of the requested information.

It would be appreciated if this missing information could be provided soon.

Thank you for your follow-up email. To answer your follow up queries:

 

1)      Attachment 1 "Confirmed public excluded of the Council meeting on
13 September 2019" - This is missing because the Attachment 1 document
provided is the same as Attachment 7

 

Thank you for notifying us that Attachments 1 and 7 were the same.  You
are correct, these minutes should have been included as Attachment 7. A
copy of these minutes in attached.

 

4) Attachment 11 - "Report Public Excluded 19.231 – Strategic Assessment
for transitioning to a zero emission bus fleet" - The minutes of the
meeting(s) that considered this report are missing

 

A copy of the minutes is attached on page 2 of the Attachment in question.

 

2) Attachment 8 "Future Fleet options Report RPE19.188" - Attachment 1 to

This document was withheld in full under 7(2)(b)(ii) and 7(2)(i).

Finally, the GWRC response letter stated:

"9) The specifications of the new electric buses (including dimensions,

The information held by the GWRC by which the GWRC "... can confirm that
one model will have climate air-conditioning, and the other will have
air-conditioning with electric heaters" is missing and so can it be
provided ?  I would also note that documentation that explains what the
term "climate air-conditioning" means is part of the requested
information.

 

Other than what is outlined in the Greater Wellington Vehicle Quality
Standards (VQS),  the Requirements for Urban Buses (RUB) and the relevant
Partnering Contracts (as varied) with the 2 operators, there are no
Greater Wellington (GW) specifications available. In each case, the
operator is buying the new buses (not GW).  The operator is managing the
purchase of the new buses in accordance with the terms of its respective
supply contract which includes a design and build process. GW’s oversight
of the design and build process includes GW being provided with the
information required to be satisfied that the new buses (when complete)
will meet the requirements of GW’s VQS and the RUB, and the requirements
of the relevant Partnering Contract. The final specification for the buses
will not be finalised by the operator until the design process is
complete, which as noted, is for the operator to manage with its supplier
(not GW).

 

I would also note that since we sent our original letter on this matter
(dated 24 July 2020), we have had a conversation with Tranzurban who
indicated they are now looking at having air conditioning on the top level
of its Double Decker EVs, as well as around the driver’s area, with an
electric heater for the remainder of the ground level.  We are not in a
position to provide more information on the bus specification at this
time, but are happy to share more information about the respective climate
control systems once the design process is complete.

With respect to the request 9) the GWRC response states:
"Other than what is outlined in the Greater Wellington Vehicle Quality Standards (VQS), the Requirements for Urban Buses (RUB) and the relevant Partnering Contracts (as varied) with the 2 operators, there are no Greater Wellington (GW) specifications available."

I understand that the Requirements for Urban Buses has already been published by the GWRC. Can the GWRC therefore please provide a copy of the "the relevant Partnering Contracts (as varied) with the 2 operators" ?

The most recent update the from the request bus contract information stated it would be provided BY 2 October 2020 by way of publishing it on your web site. It is now the 3rd of October and again ... nothing.

I really don't care if this information is to be published, I just want the GWRC to provide it as part of the original information request. You have had weeks and weeks yet you fail to to so without reason or even doing me the courtesy of an apology for this further delay.

Can the GWRC please provide an update on when it deign to release information it has already promised to provide?
