The AC response is technically correct, since Local Boards provide feedback, but cannot make submissions. AC is avoiding a full response here, but its relevant department supplied me with a copy of the Rodney Local Board feedback - hence my earlier annotation.

The information was supplied directly by the Unitary Plan Enquiries Team. The Rodney Local Board made a submission on the Resource Consent (which the team sent me) but did not provide any feedback to AC on the plan change request.
